Sunday 5th January 2024 Role Purpose This is an exciting opportunity for a leadership position in the Investment Planning and Strategy (IPS) group, at the heart of UKRI. The IPS group works across UKRI and the wider sector to build our understanding of the investment needs of the R&I system, building the case for government’s investment in R&I and working through DSIT and other government departments to ensure that UKRI’s investment portfolio as a whole maximises the impact of public R&I funding on the economy and society. As the Head of Investment Strategy for National Priorities and Partnerships, you will be responsible for leading a high performing team that works across the organisation, with government, and with other stakeholders to co-create new strategies, drive positive change and develop emerging priority areas and partnerships across UKRI’s investment portfolio. You will work closely with senior UKRI leaders and Executive Champions, and support your team to deliver high quality outcomes that ensure UKRI’s investment across these areas have maximum impact. You will provide visible leadership across a number of important Whitehall-facing issues, including UKRI’s response to the 5 national Missions and the upcoming Industrial Strategy. Part of your role will be to continually refine and improve our strategy for investment partnerships across government – ensuring we have a clear and well understood offer to invest alongside, with and on behalf of UK government departments. This role is highly varied, and therefore we are looking for a person that is able to thrive – and support others to thrive – in complex, uncertain and fast paced environments. You will work across diverse and senior stakeholders across UKRI, government and other organisations, and will therefore need to develop credibility quickly and build the trusted relationships needed to secure progress in your portfolio. You will be a visible and supportive leader, with the ability to bring others along with you while acting decisively when needed. Key Responsibilities Provide team and strategic leadership for UKRI’s portfolio of national priorities, which will evolve to remain focussed on HMG and broader priorities. Preparing for major fiscal events and Spending Reviews, corralling our best evidence, insights and arguments for continued investment in these areas. Scoping, designing and implementing major change programmes to improve UKRI’s collective effectiveness and impact. Empowering team members to deliver and succeed through supportive leadership. Developing trusted relationships with key UKRI leaders, including the Executive Committee ‘champions’ for these areas. Building strong communities of experts and advocates across UKRI. Shaping strategic advice to UKRI’s senior decision makers, including the Board, CEO and Executive Committee. Lead cross-UKRI strategy on our investment relationships with UK government departments, including: Building a clearer picture of UKRI’s portfolio of investment partnerships with UK government departments. At Fiscal Events and Spending Reviews, working across UKRI and DSIT to ensure strategic alignment and coordination between UKRI and other government departmental R&D plans. Developing UKRI’s ‘offer’ for R&D collaborations with UK government departments, including coordination of investments, co-investment, and investing on behalf of departments. Work in a flexible leadership role across the wider organisation to draw together expertise and insights so that UKRI can respond to major UK government policy agendas, including the 5 national missions, local growth and devolution, and Industrial Strategy. Develop effective partnerships with key officials in government departments, including DSIT, to ensure UKRI is able to influence and support delivery against major policy priorities. Work across the Investment Strategy team to support high priorities as they emerge, working and deploying team resources flexibly to create an agile and responsive team.
