$122,018 to $128,440 Reporting to the Senior Manager of Finance, the successful candidate will be responsible for the management of the daily operation of the Board’s payroll and benefits department so as to ensure its efficient and effective operations. The successful candidate will have proven leadership ability and excellent communication skills, both verbal and written. Strong computer skills using spreadsheet and database software, as well as solid organization and analytical skills are required. Public sector, or more specifically, school board experience and knowledge of payroll and benefit procedures will be an asset. Duties:

Reporting to the Senior Manager of Finance, the Manager of Payroll and Benefits’ key responsibilities are as follows: Manage the payroll and benefit department by overseeing the daily workload, communicating with staff to ensure resolution of issues, requests, and projects. Ensure that payrolls for all employee groups are completed accurately and efficiently. Design, develop and implement internal control systems for the payroll division. Preparation of T4’s, T4A’s, T2200’s and other annual reporting requirements. Balance payroll system (K212) to the general ledger on a monthly basis to ensure proper accounting of all payroll and benefit transactions. Manage all benefit and pension plans including health and dental, life insurance, accidental death & dismemberment, long term disability, and RRSP. Manage the renewal of benefit contracts. Provide information to support negotiations of collective agreements. Review and approve monthly premium payments to benefit carriers. Prepare benefit costs to be entered into the payroll systems (IPPS) to ensure employees are charged the appropriate premiums. Prepare all benefit related information and data to be provided to the Boards’ Actuary for use in the determination of the annual actuarial liability for employee future benefits. Provide costing information for budget purposes relating to salary budgets. Provide estimate of benefit budget by employee group for inclusion in annual Board budget. Qualifications:

Education:

A degree from a recognized university or college majoring in Accounting or Business Administration. Certification under the Canadian Payroll Association (CPA) preferred. Experience:

Minimum of five (5) years of experience in a management capacity involving processing payrolls with collective agreements, as well as pension and benefits administration using computerized HR/ Payroll systems. Supervisory experience with strong leadership, mentoring and team building skills. Job-Specific Skills: Demonstrated proficiency in the use of payroll software applications (K212 preferred). Advanced expertise with Microsoft Office applications, in particular Microsoft Excel. Experience in use of databases for in-depth analysis of financial data. Excellent verbal and written communication skills. Demonstrated ability to handle matters requiring diplomacy, sensitivity, and confidentiality. Demonstrated ability to work under pressure with an openness to take initiative and adapt to a complex and high-volume work environment. Superior organizational, prioritization and time management skills. Ability to work both independently and as part of a team. Demonstrated skill in problem-solving and decision making.
