The Digital Change Lead will be a pivotal part of the digital team paving the way in new technology and providing advice, guidance and strategic leadership to support the digital aspirations of the clinical board.

Bridging the gap between digital design and complex digital communication platform configuration, the post holder will implement cutting edge solutions that keep teams at the forefront of complex digital communications and support the delivery of a complex set of objectives.

Main duties of the job

The post holder will undertake the lead role on behalf of all Genomics Partnership Wales (GPW) partners, including Wales Gene Park, Pathogen Genomics Unit and All Wales Medical Genomics Service digital service development and will offer support by proactively identifying opportunities to improve systems and services.

Working directly with colleagues and service users, the post holder will be confident to challenge existing ways of working to bring about service improvement and will take the lead to ensure that all GPW partner systems perform to the requirements and expectations of all end-users.

The post holder will need to maintain a high skill level and liaise with a wide range of staff within NHS Wales and the clinical board. The post holder will work closely with the Directors of Operation and Delivery, Clinicians and Senior IM& T Managers to achieve the objectives and in order to deliver the expected benefits of the new system across the whole range of GPW partner services.

The ability to speak Welsh is desirable for this post. Welsh and/or English speakers are equally welcome to apply.

Qualifications

Essential

Degree & Postgraduate Diploma, or equivalent experience. A project management qualification (e.g. PRINCE2/ ITIL), or equivalent experience at relevant level. Desirable

Recognised management qualification. Evidence of management development through continuous professional development, and/or formal management courses. Experience

Essential

Proven record of change management at senior level. Extensive project or change management experience. Proven track record in project management. Experience in the management of complex IT projects. Desirable

Experience in the management of Benefits Realisation to maximise investment in IM& T. Experience/knowledge of working within the NHS or related organisation in the delivery or management of operational services. Experience managing complex computational infrastructure projects in a clinical context. Experience managing projects involving specialized laboratory hardware. Skills

Essential

Ability to prepare and deliver high quality presentations to a wide range of grades and disciplines. Articulate and professional when dealing with Health Board Managers, Clinicians and external organisations. Desirable

Appreciation of Risk. Trained in PRINCE2/ ITIL methodology. The production of the appropriate literature required to support large projects using PRINCE2/ ITIL methodology. Special knowledge

Essential

Experienced in the production of high quality project documentation including Business Cases and Project Plans. Understanding of strategic IT related development and implementation process across operational services. Knowledge of MS-Office suite of software, particularly Word, Excel, MS-Project and MS-Powerpoint. Personal Qualities
