£72,118 - £77,293 Blackburn with Darwen is seeking an exceptional Adult Social Care finance professional who can bridge strategic vision with operational excellence. In a complex landscape of health and social care challenges, we need a leader who can revolutionise our financial systems, connect commissioning with frontline services, and drive innovative solutions for our vulnerable communities. This is an extraordinary opportunity to reshape how we manage critical social care funding, working across healthcare and local government interfaces. About the Role This is a pivotal Head of Finance, Performance & Business Transformation role that is fundamentally about driving strategic change, integrating services, and creating a holistic approach to social care delivery. You'll be the critical link between financial management, social work, and strategic commissioning, managing a team that processes 3-4,000 financial assessments annually. We need someone who can review and digitise our processes, transform our finance systems, and create seamless connections between social workers, finance teams, and care providers. You'll manage complex budgets, including commissioning spending that represents 80% of our total expenditure, and provide strategic leadership across Adult Social Care and Health services. About You We're seeking a strategic finance professional with deep Adult Social Care experience and local government expertise. You'll need to be more than just a technically excellent qualified accountant – you must be a system-wide thinker who can confidently navigate complex relationships with NHS providers, challenge constructively, and ensure service user needs are always at the heart of our financial decisions. Your ability to understand the intricate culture of Adult Social Care, manage matrix teams, and drive continuous improvement will be crucial.
