January 2025 (in person) About the Role As a Highway Authority, Leicestershire County Council has a statutory responsibility to manage its highway network effectively, control and reduce congestion, and provide a high level of safe and reliable journeys to road users. The Network Management Service, within the Council's Highways & Transport Operations division, plays an active role in implementing the Council's Local Transport Plan. This role primarily focuses on the management, coordination, and inspection of temporary road and street works, as well as events affecting the highway, which is a statutory responsibility for network management. The Streetworks Compliance Inspector role contributes significantly to the delivery of the Council's statutory responsibilities under the New Roads and Street Works Act 1991. This is achieved by inspecting activities on Leicestershire's highway network under relevant regulations, statutory guidance, and codes of practice to ensure compliance and, when necessary, applying penalties to enforce these controls. About You To apply for this post, you must hold or have: NVQ4 or equivalent (e.g., BTEC Higher in Civil Engineering) & NRSWA 1991 Supervisor accreditation, or demonstrable evidence of skills and experience in the Job Specification. Experience in highways maintenance or civil engineering sectors and working with utility providers. Experience using IT in a design office/business environment, including Microsoft Office or equivalent software, and interpreting and writing technical and non-technical reports. Experience in problem investigation and assessment. Knowledge of current highways legislation, including the New Roads & Street Works Act and the Highway Act, along with highway design standards, construction methods, and specialist materials. Knowledge of highway inspection procedures and standards, traffic management legislation and practice, and Highways Act and CDM regulations. Experience communicating with a range of audiences, including presentation and telephone skills, and the ability to remain calm and positive in challenging circumstances. The nature of the work may involve carrying out tasks outside normal working hours and at different locations than your designated base. This role is a Safety Critical Post and is subject to random drug and alcohol testing in accordance with our policies and procedures.
