- Reporting to the Head of Finance, the post will be responsible for management of the finance team to ensure the effective delivery of: The provision of financial information, advice, and guidance; The annual budget setting and business planning processes; The production of the annual Statement of Accounts and statutory returns; The review, development, and ongoing maintenance of business processes and systems control functions within Oracle financials. Core Responsibilities: To manage the finance team. To plan and co-ordinate team activities to produce detailed budgets consistent with corporate planning parameters and the agreed budget strategy. To produce and disseminate financial monitoring and projections to agreed timescales and standards. To plan and co-ordinate financial year-end activities to comply with statutory reporting requirements. To co-ordinate the completion of grant claims and statistical returns, liaising with external bodies, auditors, and regulators as required. To manage and undertake robust financial modelling to support effective service development. To ensure compliance with HMRC requirements (VAT, Corporation Tax). To comply with the Treasury Management Strategy Statement. To attend and actively participate in management and project teams. To analyse and interpret legislation and best practice guidance to support service and procedural developments within finance and wider council services. To develop and maintain a practical knowledge of client service. To represent the council on external bodies and working groups, maintaining external professional and institutional contacts. To control, monitor, and maintain the use of the Oracle Financials business suite. To deputise for the Head of Finance where appropriate. To plan and co-ordinate the development of financial reporting tools. To lead the development and application of Financial Regulations and Procedures. To participate in the development and delivery of financial training to staff within Sandwell Children’s Trust and appropriate partner organisations. To participate in the operation of the Trust’s Appraisal Scheme. To carry out duties in line with the Trust's policy on equality, being sensitive and caring to the needs of the disadvantaged, promoting a harmonious working environment. To carry out other duties to achieve the objectives of the post to assist the authority in fulfilling its objectives commensurate with the post holder's salary grade, abilities, and aptitudes.
