Looking for 2 Environmental Consultants (One will be assistant level) to work on early Hybrid Bill work for the remaining phases of High Speed Two & future High Speed Rail Projects such as Northern Powerhouse Rail. This is a chance to really shape and affect the design of future High Speed Rail, Environmental Policy in the UK, thus making a tangible positive impact on the Environment.
We are interested in candidates from general environment, acoustic, carbon, ecology, air quality, and any environmental background. You will have a Degree/MSc in an Environmental Subject, ideally with some experience in EIA (Environmental Impact Assessments). Open to people with as little as 2 years’ experience.
The Client organization, which is building and operating the UK’s High Speed Rail network, is halfway through the Hybrid Bill process for The High Speed Rail (Crewe – Manchester) Bill. This bill passage started in 2022 and is currently at petition stage, with over 100 petitions that need to be assessed, reviewed, reported, and resolved. This could include noise, ecological, groundwater, etc. considerations, providing a real opportunity to work on incredibly varied tasks and be involved in the parliamentary process of the bill moving through Parliament.
The Environmental Consultants will provide support to the Senior Environment Manager in assuring the development and delivery of The High Speed Rail (Crewe – Manchester) Bill and, where needed, the wider Phase 2 environment team on:
Northern Powerhouse Rail works as instructed by the Department of Transport (DfT);
Route Remediation Works (RRW) on the former Phase 2a route; and
Any future rail projects instructed by the DfT to HS2 between Birmingham and the North.
Excellent opportunities for progression and development both in the Environmental team working on the hybrid bill and also in the wider High Speed Two organization, such as Design & Build of Phase 1 of the project.
Working Situation:
The office location is London, Euston, or Birmingham, and they operate a flexible hybrid working model, working around 2 days a week from the office. Salary:
Birmingham: £43,355 – 52,152 per annum (6:12) + 25 holidays.
London: £48,702.5 – 56,464 per annum (6:12) + 25 holidays.
Duties & Responsibilities:
Support the Senior Environment Manager in identifying and assessing key environmental issues and risks from petitions and assist in delivering workstreams to address them, including developing proposals for changes to the design of the project or ensuring an evidence base is created enabling HS2 Ltd, as the Promoter of the Bill, to defend its position in Select Committee.
Provide accurate and detailed environmental input required to support the passage of the Bill through Parliament, including the process of environmental impact assessment, and assist with the delivery of Additional Provision Environment Statements and Supplementary Environment Statements as required.
Manage the preparation of environmental advice, materials, and documentation for petition management meetings and engagement events, including Select Committee exhibits and briefings for lead HS2 expert witnesses.
Attend meetings with petitioners to understand concerns and priorities and to identify solutions that deliver local benefits while being acceptable to HS2 Ltd and Government.
Attend external engagement meetings and events, serving as an advocate of the Hybrid Bill and promoting the benefits of the design and route, engaging with and influencing a variety of external stakeholders, such as MPs and local residents.
The role requires travel, primarily along the line of the route, and remote working will be required to meet key stakeholders. Attendance at public engagement events outside normal working hours is also required.
Required Criteria:
Both roles require a Degree/MSc (or equivalent) in Environmental Consulting, Advisory, or Management. Candidates can come from any environmental specialism, including environmental generalists, acoustics, ecology, carbon, air quality, and contaminated land specialists. We are open to a range of backgrounds due to the large project team with various specialisms, providing opportunities to learn and utilize combined knowledge.
We are interested in talking to Environmental Consultants with experience in infrastructure projects - rail, utilities, civils, major buildings, power, or similar fields, including Airports, Stations, and major construction.
Candidates should have an understanding and experience of EIAs and/or Environmental Minimum Requirements, along with knowledge of relevant environmental legislation, policy, processes, and best practices.
The candidates can come from client, consultant, or main contractor backgrounds and should possess the correct behaviors - collaborative, open communicator, proactive, and able to influence. Additionally, candidates must be excellent communicators with the confidence to engage with MPs, the public, local authorities, and internally with HS2.
