Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview of project/role The role holder is accountable for developing, leading and managing access to all London Trams and Woolwich Ferry systems ensuring overall accuracy and thorough control of system access.

The role holder designs, establishes standards, reviews and manages all control processes and procedures within London Trams and Woolwich Ferry which govern access to day to day data and document management requirements.

The Data Control Manager enables the continuous improvement and integration of various Trams and Woolwich Ferry support functions. Applies extensive expertise of information management by ensuring information produced by the teams and the supply chain is of sufficient quality and accessible to those who need it, when they need it. Seeking new ways in which existing data and information can be more effectively managed so decision making can be informed and planned.

Key Accountabilities

Act as central single point of contact within London Trams and Woolwich Ferry for all matters concerning document and data management

Accountable for establishing controls process, procedures for the ongoing management and maintenance of documents, drawings, reports and data to ensure efficient ways of working are established, data management is well structured all in line with best practice

Responsible for applying Information Management Standards, Policies, and Procedures across TfL, London Trams and Woolwich Ferry to ensure compliance with legal requirements

Accountable for accurate and timely reporting and continuous improvement of report content to ensure completeness of information addressing compliance and risk reduction

Ensure that a robust audit trail is maintained

Accountable for securing staff and senior management buy in and commitment to data access controls, procedures and processes ensuring risks are managed and work done in an efficient manner

Responsible for setting the necessary standards to be followed internally and by the supply chain that ensures internal teams are clear on expectations and that the supply chain meets London Trams and Woolwich Ferry requirements

Proactively build and lead the relationships between the various internal teams and external suppliers, ensuring that the document review, approval processes and the handover of documentation to operations, maintenance and asset management are correctly archived and retention of project documentation comply with TfL business processes.

Lead the controlled setting-up of business processes, procedures, instructions, guidance, systems and computer packages to aid management of information, including the updating of databases and spreadsheets, reporting of document life cycle and dealing with any problems a business as usual.

Lead the updating of critical information sets throughout the project and maintenance life-cycle by providing systems administration for document management, a common data collaboration environment, including creation of folder structure and administration of starters and leavers licences. Ensuring that access permissions/security is correctly applied.

Provide strategic direction and be the focal point for all Document and Data Management Procedures at business level.

Accountable for compliance with permissions and access of documents and information is classified correctly. Accountable for ensuring all relevant British Standards/ Standards for safety critical information is adhered to.

Knowledge

Extensive knowledge of and understanding of capital projects and programmes with an emphasis on Data Control/ Information Management and how this supports and integrates with a wider high functioning environment.

Knowledge of document retention/archiving methodology.

High-level understanding of applicable legislation and national standards - e.g. Data Protection Act, Freedom of Information.

Knowledge of Information Management principles and best practice as well as existing and emerging Information technology.

Knowledge of the project life cycle and information requirement including handover to project completion.

Knowledge of the British Standard 10008 relating to Evidential Weight and Legal Admissibility of Electronic Information

Experience

Experience of creating, adapting and monitoring process around Information management in operational businesses and implementing tools to support changes.

Experience of dealing with internal and external business contacts.

Experience of working in a team-based service environment.

Experience in an information management role, planning, improving or delivering information systems (e.g. Asset Management System, CAD, Document Management, Geographical Information System or SCADAW)

Experience of having led or contributed to an information management strategy within a delivery environment.

Experience of data collection and analysis.
