The Highway Delivery Team is based at Hellaby Depot. The Highway Delivery Team is a dedicated service area within Rotherham Metropolitan Borough Council to delivering a comprehensive service of the construction, maintenance and other works relating to the public highway and associated assets. The Highway Delivery Team is responsible for the delivery of a variety of maintenance and construction projects including the annual road Improvement programme, routine maintenance, construction schemes, traffic management and environmental improvements projects within the Rotherham borough as well as providing Out of Hours Emergency Call Out and Winter Service operations and support for other services in severe weather events. The Compliance Engineer will report to the Delivery Support Engineer and will assist the Highway Delivery Manager, Delivery Support Engineer and Site Engineers to meet the increasing regulatory complexities in the construction industry and to ensure that the HDT operates in compliance with UK legislation and Corporate Health and Safety policy and standards to help mitigate risks and potential fines. Responsibilities:

Assist the Highway Delivery Manager and other team members with programming and planning of the HDT workload. Be responsible for ensuring the Safe Systems of Work, Risk Assessments and Method Statements are regularly reviewed and updated in collaboration with the Highway Delivery Manager and Site Engineers. Ensure information is disseminated to the work teams (Toolbox Talks) and recorded. Ensure compliance with UK legislation and Corporate Health and Safety policy including but not limited to Hand Arm Vibration (HAV) weekly exposure monitoring. Recording of weekly Health and Safety, Quality and Out of Hours Site inspections. Report utility and property damage and ensure reports are completed for future claim processing. Manage processing, issuing and updating of daily defects using IT systems to ensure the council complies with the relevant Codes of Practice. Ensure compliance with Streetworks Legislation. Prepare and submit Temporary Traffic Regulation Orders to ensure smooth and efficient scheme delivery in line with the current legislation. Update and submit weekly Road Closure reports.
