Procurement:
Develop and implement EIT Oxford's procurement strategy. Lead EIT Oxford's Procurement team, advise and drive procurement strategies that fulfil the organisation's sourcing requirements, achieve cost savings, and ensure supplier performance targets are met - or exceeded. Develop and implement a procurement process that aligns with EIT Oxford's objectives, ensuring on-time and cost-effective sourcing of goods and services across all areas, from operational needs to consultancy services. Understand the organisation's goods and services procurement needs. Conduct thorough research to source the best products and suppliers in terms of best value, delivery schedules and quality. Negotiate commercials, agree contractual terms, enter into Contracts/Master Service agreements. Proactively monitor the quality of services provided and renegotiate/renew contracts periodically to achieve the best value and quality of goods and services. Stand up and run the tendering process, evaluate bids, and make recommendations based on commercial and technical factors. Develop excellent relationships and influence with internal stakeholders, build and foster trusted relationships with new and existing suppliers. Establish procurement policies and procedures that ensure consistency, transparency, minimise risk and are in compliance with internal controls and external regulations. Develop, allocate, monitor, and report against approved spend budgets. Perform analysis and periodic reporting of procurement spend and savings. Manage and motivate a procurement team member. Vendor Management:
Responsible for sustainability, risk management and addressing ethical issues. Thus, ensuring Vendor due diligence including risk evaluations and background checks are completed prior to contractual engagement and onboarding. Build and manage strong relationships with key suppliers, contractors, and service providers, ensuring they deliver high-quality goods and services on time and within the allocated budget. Function as liaison between suppliers, manufacturers, and internal teams such as Research and Development, Real Estate and Facilities, Planning, Marketing, and IT. Strong communication skills to mediate between EIT internal Stakeholders and Vendors/Potential Vendors. Contract Management - Ensures all contracts are securely stored, used as reference for the future and all contracts are periodically reviewed, and appropriate actions are taken e.g. Contract renewal, updates to commercial terms and terminations where required. Procurement Processes & Systems:
Implement and manage procurement systems and tools that streamline the sourcing, ordering, and payment processes, improving efficiency and reducing administrative burdens. Establish clear workflows for requisitioning goods and services, ensuring proper approvals and adherence to procurement policies. Track and report on procurement performance, including spend analysis, cost savings, and supplier performance metrics. Keep up to date with trends and innovations, regulations and new technology that can impact the Organisation. Requirements
Qualifications & Experience:
Degree in business, supply chain management, procurement, or a related field or equivalent work experience. Significant experience in leading and managing procurement activities. Commercially sound with excellent experience in negotiating large and complex deals. Able to demonstrate your ability to manage supplier relationships and comfortable in risky and ambiguous situations. Proficient in standing up/Managing Procure to Pay systems, ideally Oracle Fusion, with the ability to quickly learn and adapt to new tools. Strong analytical skills, with the ability to conduct spend analysis, assess supplier performance, and identify opportunities for cost savings. Exceptional communication and interpersonal skills, with the ability to influence and collaborate effectively with internal stakeholders and external partners. Well versed with Safety, Health and Environmental rules and regulations. Nice to have but not essential: CIPS (Chartered Institute of Procurement & Supply) qualification or equivalent is highly desirable. Benefits
Terms of Appointment:
You must have the right to work permanently in the UK (more than 24 months) with a willingness to travel as necessary. You will live in, or within easy commuting distance of, Oxford.
