Senior Workforce Transformation Manager NHS AfC: Band 8b NHS North East London Integrated Care Board (ICB) was formed on 1 July 2022. We are an exciting new organisation putting the needs of communities at the heart of our commissioning arrangements.

Job overview This is an exciting opportunity to join our Workforce Transformation and Education Team to deliver on the ICB workforce commitment ‘to work together to create meaningful work opportunities and employment for people in Northeast London – now and in the future.’ The role will involve developing programmes of work to meet the long-term plan requirement to work on projects across health and care. This will include bidding for funding, providing high level project management, and reporting on progress to internal and external partners. Key to delivery will be engaging and collaborating with partners to ensure we can build apprentice pathways across Northeast London.

Main duties of the job The Senior Workforce Programme Manager is responsible for managing complex workforce projects. It will include planning and co-ordinating programmes for employers to benefit the residents of North East London. You will be working with local partners across North East London to identify localised or sector specific challenges and putting interventions in place.

Bringing a detailed knowledge of project management and an understanding of workforce challenges and solutions, they will play a pivotal role in the large-scale transformation which is being undertaken within North East London to enable health and care to be delivered to patients. The post holder will lead and manage programmes, bringing partners together from multiple organisations that deliver programmes across the Integrated Care System. In addition, you will work with partner organisations to implement new/innovative models of working to meet current and future business needs. The post holder will be expected to build and maintain relationships with a range of partners across NEL.

Person specification Education / Qualifications

Evidence of continued professional development

Experience

Evidence of leading successful project and/or operational performance and improvement; including business case preparation, service initiation/commissioning, contract negotiation, and the development and monitoring of output and outcome measures

Extensive programme management experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment

Experience of drafting briefing papers and correspondence

Workforce Transformation Experience

Experience of monitoring budgets and business planning processes

Experience in a healthcare environment

Knowledge

Use advanced analytical and judgement skills, including understanding and application of complex statistical and numerical data

Knowledge of financial systems e.g. monitoring budget management, processing invoices and procurement

Evidence of planning and delivering programmes and projects, and services on time

Numerate and able to understand complex financial issues combined with deep analytical skills
