The role requires an individual with strong technical and analytical skills but there will also be the opportunity for growth and development. A strong understanding of the Rio system would be beneficial but strong SQL skills are a must.

Main duties of the job

To engage with our Community partners to help provide exceptional care and drive performance improvement via the use of analytical tools. The day-to-day management and submission of community statutory returns as well as FOI and adhoc queries. To lead on the implementation of Community Faster Data Flows. To become the subject matter expert for community data, provide guidance to the wider team and lead on improving data quality with the services.

The post holder will be required to oversee the provision and distribution of designated statutory submissions, intelligence reports monitoring trends, patterns and providing forecasts, ensuring that they meet required standards for quality and accuracy and that they are submitted in accordance with relevant deadlines.

The post holder will be expected to manage the creation, quality assurance and submission of the Community Services Data Set (CSDS), to identify and manage risks, and ensure the Trust is compliant with national data submission standards.

The post holder will be responsible for supporting the implementation and ongoing oversight of the Community Faster Data Flows submission, in partnership with the Data Warehouse team.

The post holder will be the subject matter expert for community services data, and work collaboratively across the Performance & BI team and wider organisation in ensuring community service data, information and analytic requirements are met.

The post holder will be required to liaise with Managers at all levels to succinctly articulate and manage reporting requirements and have the knowledge and technical expertise to handle complex computer-based data relationships.

Regular contact with service managers as part of the ongoing provision of routine reports and discussions relating to the specifications of ad-hoc requests and the interpretation of the data provided. This includes informing and guiding them on data collection within their areas.

Regular contact with Information and IT staff from client organisations as part of the regular reporting cycle. Satisfaction of ad-hoc queries from these organisations.

Contact with relevant external organisations e.g. NHSE as part of dealing with statutory reporting and ad-hoc inquiries from these sources.

The post-holder will need to have and be able to demonstrate very good communication skills.

The post-holder will possess good negotiation skills and tact in dealing with complex information.

To have involvement and a good understanding of a range of clinical system / Data Warehouse processes, including fault clearance (necessary for the production of required reports) and the distribution of these reports in a timely manner.

Contribute to the set-up and maintenance for selected clinical systems and database tables and routines to ensure the ongoing efficient running of the systems and processes.

Application of the combination of Health Service knowledge and computer enquiry skills to successfully support the routine and ad-hoc requests of Trust Managers by translation of requests into the programs necessary to extract this data. Validation of output for accuracy, presentation of data in an acceptable style and interpretation where necessary.

To translate national standards to the local arena and advise managers on data collection methods.

Initiates processes and procedures to improve the quality of information captured and analysed on the Trust's patient-based systems.

Advises staff and departments across the Trust on the correct recording of information in response to recurrent data quality issues.

To provide training, guidance and support to colleagues across the organisation.

Responsibility to document all processes and procedures relating to own work.

To develop and maintain standard reports used for monitoring relevant Key Performance Indicators.

Regularly meet with staff and managers of the departments involved to monitor performance against agreed targets / standards.

Person Specification

Qualifications & Training

Essential

Educated to Masters level or equivalent and relevant experience. Evidence of continuous professional development (CPD).

Desirable

IT / Information related qualification. Statistics qualification.

Experience

Essential

Significant NHS Community & Acute service experience in an analytical role. Knowledge of Summary Care Records and experience of using an EPR or equivalent system.

Desirable

Experience of managing staff.

Knowledge

Essential

Excellent knowledge of NHS (acute & community) statutory returns, submissions, data sets and reporting requirements. Good interpersonal skills, able to build and develop working relationships both internally and externally. Able to translate and communicate complex issues verbally. Ability to integrate databases using Structured Query Language (SQL). Able to work with large incomplete datasets. Significant experience analysing data, preparing reports and presentations. Excellent numerical and analytical skills. Excellent organisation skills. Advanced knowledge of applications such as Excel, Word, SSRS etc. Able to train & develop staff.

Desirable

Knowledge of Business Objects and OLAP cubes and SSIS functionality. Influencing skills.
