The SARA Chief Executive Officer and Trustees. Who are we? SARA is a volunteer lifeboat and inland search and rescue charity, with seven lifeboat and rescue stations along the length of the River Severn. Each year SARA is called out over 100 times. Where will this role be based? This is a largely remote position with the intention of semi-regular in-person meetings. The ideal location of candidates would be in the general area of Chepstow to Gloucester, though further travel is not an issue. Summary of main responsibilities & activities The Chief Financial Officer (CFO) is a member of SARA’s Executive Committee and an Executive Trustee. Their role is to ensure effective strategic and operational financial planning, monitoring and reporting, to enhance the decision-making process of SARA; also to ensure that SARA and any subsidiary companies comply with all external requirements and regulations. The CFO has overall responsibility for the standards of the Station treasurers’ financial accounting, for the preparation and presentation of annual accounts at the Association’s AGM and submission of the accounts to the Charity Commission. To this effect, to lead and work with the virtual finance team, comprising Station Treasurers and the Association-level accounting assistants. This is a voluntary role with an organisation that receives little to no government funding and relies almost solely on the generosity of the public that we serve. Key responsibilities Contribute to strategic planning and financial management Maximise financial opportunities Maintain and enhance financial systems, procedures and internal controls Provide high quality management information and accounts Specific activities Provide financial reports to the Trustees and the Executive Committee as agreed, and support decision-making as appropriate Oversee operations of financial system(s) and policies, including the Xero IT system, to ensure the efficient financial operation of the organisation. Develop and manage a small central volunteer team to ensure effective execution. Coordinate the efforts of rescue station treasurers and other managers in ensuring the implementation of appropriate accounting procedures on the Stations, including ensuring that procedures and training are appropriate. Ensure that SARA complies with financial legislation, including that for charitable fundraising, at an Association and a Station level. Keep the Executive Committee advised of any financial requirements of the Charity Commission or other legislation. Ensuring that the accounts are properly closed at the end of the financial year, accounts are prepared and audited or verified as required by the Charity Commissioners, and presented for approval at the Association’s AGM within 3 months of the year-end. Oversee the administration of bank accounts, VAT submissions, Gift Aid and other appropriate reporting and claims, to maximise the opportunities for SARA. Manage the holding of Restricted Funds to ensure their appropriate and timely use, and minimise the Association’s financial exposure. Timing and location It is estimated that the role would require 2-3 hours per week of an experienced person Ideal location would be in the general area of Chepstow to Gloucester, though further travel is not an issue.
