Job Summary An exciting opportunity has arisen for a motivated and enthusiastic individual to join our friendly team to work as a Senior Biomedical Scientist in the Haematology Department in the position of Quality Manager. The post holder will be expected to maintain competence in all sections of the laboratory including Blood Transfusion. The post holder will be responsible for the implementation and management of the Quality Management System. They will also be required to join the Senior BMS Team in developing the Haematology & Blood Transfusion Department, ensuring continual improvement of the Haematology service and meeting all accreditation standards. The post is 37.5hrs per week which will include shifts on weekends and Bank Holidays. There may also be an occasional requirement to cover night shifts as part of the departmental contingency plan. Main duties of the job

To provide professional leadership and direction for Biomedical Scientists and MLA staff in all matters relating to the Quality Management System and UKAS Accreditation. To manage the day-to-day aspects of maintaining the Quality Management System to ensure compliance with ISO 15189 in conjunction with all Section Lead BMSs. To ensure that the Quality Management System meets user expectation. To represent Haematology & Coagulation as Quality Lead during external audits and as a member of the Pathology Quality & Accreditation Committee. Job responsibilities

Day to day management of the Quality Management System for Haematology and Coagulation. Oversee all training of staff in QMS related activities in conjunction with Departmental Training Officer. Ensure adequate resources are available to ensure that the Quality Management System is fit for purpose. Monitor EQA performance across Haematology and Coagulation and investigate poor performance & out-of-consensus results with Section Lead BMSs and ensure performance status is shared with all staff. Attend Laboratory meetings and present Quality and Performance Reports in conjunction with other Senior BMSs. Responsible for the production of all completed Validation, Verification and Change Management documentation in conjunction with Section Lead BMSs. Produce and maintain all documentation required for UKAS ISO15189 accreditation assessments as requested in the assessment plans. Act as Lead BMS during external audit assessments of the Quality Management System, providing all evidence required to demonstrate compliance with ISO 15189. Liaise with the Haematology Manager on a weekly basis to ensure all matters relating to UKAS ISO15189 compliance in Haematology & Coagulation are addressed. Responsible for preparation and completion of all documentation required for the implementation of new equipment & techniques in Haematology and Coagulation. Responsible for preparing reports for Quality Meetings, including the Pathology Quality and Accreditation Committee Meeting. Liaise with Departmental Audit Lead on production of Annual Audit Programme and audit performance. Assist Haematology Manager with review and Improvement Actions for Incidents and Complaints. Assist Haematology Manager with Risk Management strategies and completion of documentation. Assist Haematology Manager with follow-up and Improvement Actions following User Feedback. In conjunction with Haematology Manager, ensure compliance with temperature monitoring and calibration of non-analytical equipment. Other Duties Take telephone enquiries from Doctors, Nurses, other Ward staff, GP surgeries, staff from other Hospitals, and any other outside sources. Be involved in recruitment and selection of staff and to sit on interview panels if required. Review test results from analysers and authorise if appropriate or pass for further tests or review by Consultant Haematologists. Be able to perform routine investigations in Haematology, Coagulation and Blood Transfusion. Be able to perform microscopic examination of stained blood films, reporting of findings, and then authorising results or passing to Consultant Haematologists. Input Patient ID and test request data onto Laboratory IT system. Liaise with departmental IT Specialist BMS on all issues relating to the development of WinPath BHI requirements to ensure full functionality as described in SOPs. Participate in the departmental 24/7 shift rota. This Involves The Following: To be able to work alone without supervision. To be able to take control in any Health and Safety event that may take place out of hours. To be able to authorise results as they are available to enable them to be reported electronically to wards and departments. To be able to give advice to doctors and ward staff if needed. To monitor the quality of the service offered at all times. Ability to respond to the Trust Major Incident Policy. To maintain competency, understand all working practices and comply with the requirements of HCPC Registration, it is expected that this post will require one day per week working on the bench and rotating through Haematology, Coagulation and Blood Transfusion. There will also be a requirement to support the 24/7 service, in line with other Band 7 BMSs as required, depending on staffing levels. Education and Training

Supervise the training and monitor the performance of BMS and MLA staff on all matters relating to the Quality Management System. Responsible for maintaining the knowledge and competence of all staff on Quality Management within the scope of expectation. Liaise with the Departmental Training Officer on all matters related to Training and Competency Assessment for Quality Management. Attend NEQAS meetings and seminars to keep up to date with current trends and developments. Attend training courses relevant to Quality Management and Improvement. Undertake Training Courses for personal development as directed by Haematology Manager. Management

Participate in Departmental management and planning. Chair the Quality Meetings for Senior Staff, ensuring participation, comprehensive review and improvement outcomes. Participate in the selection, recruitment and induction of new staff. Perform any other duties deemed reasonable and necessary by the Haematology and Blood Transfusion Managers. Conduct annual Performance and Development Reviews with BMS and MLA staff. Professional

Qualifications Essential

HCPC Registration Degree or Equivalent Qualification in Biomedical Science Higher Specialist Diploma or MSc in Biomedical Science or Blood Transfusion Qualification in Laboratory Quality Desirable

BBTS Certificate in Blood Transfusion Management Qualification Knowledge and Skills Essential

Good knowledge of ISO 15189;2022 Accreditation Standard Excellent understanding of QMS and application Must be able to produce accurate and timely reports using Microsoft Office Must be able to use databases and computer packages including Excel, Word & PowerPoint Experience of managing change within a laboratory Must be able to work to deadlines and manage conflicting demands Willingness to develop leadership skills On-going Continual Professional Development Must be prepared to attend training courses appropriate to post.
