HAYS are delighted to be working exclusively with Birmingham City Council to recruit for a Business Change Analyst on an interim basis. This role sits within the Finance Improvement and Recovery programme, which aims to elevate the standard of financial management within BCC, enhancing financial resilience and sustainability. The focus is on diagnosing systemic issues that hinder financial effectiveness and implementing high-impact actions to foster efficient, consistent, and compliant practices. BCC are seeking a Business Change Analyst to join their established workstreams, with an overarching responsibility across the whole programme. This role is crucial in supporting the change process, ensuring that identified changes are effectively planned and delivered. Position: Business Change Analyst

Location: Birmingham Day Rate: £450-550 per day (inside IR35) Office Requirement: 2 days per week Key Responsibilities:

Data Gathering and Review: Liaise with BCC teams to collect data, processes, and operational information on debt to identify opportunities for improvement. Process Mapping: Document 'as-is' processes and develop 'to-be' processes. Data Analysis: Collaborate with the project team and SMEs to analyse data and identify improvement opportunities. Root Cause Analysis: Identify bottlenecks and issues with current practices, enabling proactive approaches and streamlining opportunities. Solution Design: Model options and impacts, and design and specify improvement solutions. Policy Development: Inform the development of policies and procedures, producing accessible maps, actions, and ownership. Research and Benchmarking: Gather information from other authorities, use CIPFA, LGA guidance, and codes to create checklists and facilitate self-assessments. Reporting: Create reports and contribute to business cases, the Deep Dive framework, and other required documents. Dependency Mapping: Map dependencies across major programmes, IRP, and savings plans. Performance Measurement: Define metrics to report improvements and benefits. Qualifications:

Strong data analysis skills, including experience working with large, complex data sets. A proven track record of providing high-quality support to multiple projects simultaneously. Strong presentation and interpersonal skills, with the ability to communicate effectively with stakeholders at all levels. Experience in local government operations, preferably within a financial context. A methodical approach with attention to detail, ability to articulate complex findings simply, and proficiency in using financial data and information. Inquisitive nature, ability to work through complex problems, and provide evidence-based, best-practice solutions. What You Need To Do Now:
