The successful candidate will be responsible for managing the functions, performance and staff within the Capital Section, supporting the creation of a sound control environment for the UHB’s financial processes. The post holder will be the operational lead specialist on the financial management of the Health Board’s Capital Programme and Capital Charges. Main duties of the job
Responsible for the accounting treatment of capital investment by CTM UHB. Reporting financial performance of Capital schemes. System expert for the asset registers. Supporting colleagues across the UHB with capital queries. Accounting for donations and grants of capital from charities. Responsibility for VAT accounting and reclaim. Preparing non-cash requests for government, forecasting depreciation and impairment costs. Working with treasury to manage cash requirements. Supporting the annual accounts process and preparation of statutory accounts. Working with Auditors internal and external. Liaising with District valuer on housekeeping valuations and the 5 yearly valuation of the whole estate. Line management of the Capital Finance Officer. Working for our organisation

The following sets out the main duties and responsibilities of the post holder. The list is not exhaustive and the post holder may be required to carry out tasks or responsibilities not listed, but which are appropriate to the banding of the role. Capital Programme Operational lead on the financial management of the Health Board’s Capital Programme. Provide expert financial input into production of Business Justification Cases, Outline Business Cases and Full Business Cases. Monitor all capital spend and achievement against the Health Board’s Capital Resource Limit (CRL) Target. Liaise closely with VAT advisors and HMRC on the VAT implications of capital schemes. Provide financial support to the Capital Planning and Estates team on capital issues. Assess the cash implications and phasing of the capital programme. Accounting for Capital Assets Operational lead for the accounting of fixed assets. Ensure compliance with International Financial Reporting Standards (IFRS). Operational lead on accurate and timely completion and submission of capital charge estimates to the Welsh Government. Liaise with Internal and External Auditors. Maintain IFRS16 leases records and reporting. Staff Management Line manager for staff, including the management of leave and sickness. Setting objectives and monitoring performance. Qualified Accountant Experience in Financial Accounting Comprehensive knowledge of financial management and accounting standards Experience of writing reports on technical finance issues.
