Reports directly to the Senior Director Capture Management for the Defense and Intel (D&I) Operating Group. Leads $20 - $100M capture efforts with a primary focus on sole source opportunities across multiple Operating Groups. Responsibilities:

The Capture Manager leads the development and execution of winning strategies for sole source U.S. Government contract opportunities. This role involves operating independently with a small team of cross-matrix functions (e.g., pricing, talent acquisition, contracts). The Capture Manager for sole source opportunities manages most responsibilities themselves and must take on a wide range of tasks, blending strategic planning, technical writing, and organizational skills. This role involves: Working closely with business development and operations to understand the forecast for potential sole source opportunities and identify competitive opportunities. Writing request for information (RFI) responses and white papers. Gathering intelligence on the customer’s needs, pain points, and mission objectives. Analyzing customer’s technical requirements, budget, and procurement timeline. Having a deep understanding of the 8(a) sole source process. Developing a tailored capture strategy that aligns with the customer’s needs and highlights the company’s unique qualifications. Defining win themes, discriminators, and technical advantages. Performing hands-on technical writing – developing technical volume, translating complex concepts into clear persuasive content. Incorporating metrics, case studies, and past performance to substantiate claims. Ensuring all technical content meets the requirements in the RFP / SOW. Collaborating minimally with other departments for inputs like pricing, contracts, and estimating. Ensuring timely and accurate submission of all proposal materials. Maintaining readiness for contract award / negotiations. Reporting to senior leadership on capture status, risks, and opportunities. Continuously implementing capture processes and tools, leveraging best practices (e.g., Shipley). Developing and executing comprehensive capture strategies aligned with company goals and customer mission needs. Managing capture budgets, resources, and timelines effectively to achieve milestones. Building and maintaining strong relationships with government customers, industry partners, and stakeholders to gather intelligence and strengthen positioning. Performing competitive analysis and market research to assess opportunities and refine win strategies. Developing Gate Review and Readiness Review presentations and providing regular updates to senior leadership on capture progress. Ensuring compliance with applicable regulations, policies, and procedures during the capture process. The ideal candidate has a proven track record in leading successful capture efforts and delivering results in a fast-paced environment. Required Experience: Education: Bachelor's degree in business, engineering, or a related field; MBA or advanced degree preferred. Technical Skills: 5 – 7 years proven success managing capture efforts ($20M - $100M) with experience leading a multi-functional team. Proven success in winning mid- to large-scale U.S. Government contracts. Previous experience capturing defense and intel opportunities (e.g., DOD, DHS) required. Deep knowledge of federal acquisition regulations (FAR) and the procurement lifecycle. Ability to work under pressure, manage multiple priorities, and meet deadlines. Deep understanding of the Shipley process and other capture methodologies. Proficiency in CRM and capture management tools (e.g., Deltek). Strong analytical and strategic planning abilities to evaluate market trends, conduct gap analysis, and guide pursuit strategies. Demonstrated experience leading a cross-matrix team comprised of business development, proposals, pricing, estimating, and other shared services. High-level presentation skills with the ability to communicate complex strategies to both executive leadership and clients. Additional Requirements: Willingness to travel as needed for client engagement and pursuit activities. Additional Qualifications: Prior experience in a similar role within the defense or aerospace industry. Knowledge of specific US Government procurement cycles, policies, and contracting vehicles.
