Childrens Registered Manager

RESPONSIBLE TO:

Responsible Individual and Company Directors.

LIAISON WITH:

Deputy Managers, Team Leaders, and all residential staff, in addition to external stakeholders.

Main Purpose of the Job:

To manage the day to day running of the children’s home and ensure that it meets the expectations and standards as set out in its Statement of Purpose.

To ensure that the home is consistently meeting standards set by the company and set out in legislation (the Children’s Homes Regulations 2015 for example), and to ensure that the home is continuously operating within the Ofsted Registration criteria.

To confidently lead the home through any external and internal inspection and audits / inspections.

To safeguard and promote the welfare of children and ensure that the home remains fully compliant with all legislation, in particular, that set out in the Children’s Homes Regulations 2015, including the Quality Standards.

To establish and maintain a competent, motivated, and confident staff team and to offer leadership, managerial direction, guidance, and support to staff at all levels.

To ensure that the companies’ policies and procedures are adhered to and that resources are managed effectively.

To develop systems for the efficient administration of the home and to ensure that the fabric of the home, equipment, appliances, and grounds are maintained to the highest order in accordance with Health and Safety requirements.

To be the responsible person in managing child protection concerns and complaints. To liaise with Local Authorities, School, Health, and other professionals to achieve best outcomes for children.

To actively promote the home’s equal opportunity and anti-discriminatory practice policies.

Overall Responsibilities:

Safeguarding

The company is committed to the safeguarding and promotion of the welfare of all children in our care. All staff have a key role and responsibility in this area however more specifically as a Registered Manager you will:

Perform the role of Designated Safeguarding Lead, acting as a source of advice on child protection matters and for co-ordinating action within the home.

Undertake risk assessments in relation to children, staff, visitors, premises, and equipment to identify any risk factors and take any necessary / appropriate remedial action required in a timely fashion.

Promote a culture of openness and transparency, ensuring anyone feels confident to whistle-blow where necessary on poor practice.

Report and liaise where appropriate to Children’s Social Care Services, Ofsted, LADO’s, MASH, and other relevant professionals involved in multi-agency safeguarding arenas.

Make decisions with the child at the centre at all times.

To meet the needs of children through:

Ensuring that each child has a care plan which reflects his / her care, education, social, emotional, cultural, therapeutic and health needs and that this plan is regularly reviewed.

Allocating a Key Worker for each child with the principal responsibility of implementing each child’s care plan.

Establishing and monitoring high quality standards of care in line with the Children’s Homes regulations 2015, and the home’s Statement of Purpose, and implement approved quality assurance measures to ensure these standards are maintained.

Implement systems in which children are consulted about the quality of care they receive and provide them with a voice.

Taking responsibility for progressing any complaints or safeguarding concerns.

Working in partnership with parents, carers, and other professionals to safeguard and promote the welfare of children.

Attending and contributing to child care planning and review meetings as appropriate.

To develop a confident and competent staff team through:

Involvement in the recruitment and retention of staff in line with safer recruitment principles and promote Equal Opportunities.

Developing a management style which balances the need to exercise control and give direction with the need to offer staff the opportunity to contribute to decision making.

Ensuring that all new staff receive a thorough induction to the home in line with company policy.

Ensuring that each member of staff has a supervision agreement and receives supervision and probation reviews in line with company policy.

Ensure timely and qualitative completion of staff professional development reviews, probationary reviews and appraisals.

Establishing a programme of fortnightly senior staff and team meetings to facilitate communication and provide opportunities for consultation and staff development.

Attending to issues of staff motivation and morale and promoting workforce retention through the creation and upkeep of a positive environment in which staff are able to train and develop.

Addressing issues in relation to conduct and competence of staff.

Promoting personal and professional development through the appropriate delegation of duties and responsibilities.

To be responsible for setting up, monitoring, and maintaining the process by which staff undertake appropriate Level 3, 4 and / or 5 Diplomas (formally NVQ’s).

To prepare and present training for staff on occasions when appropriate within team meetings.

To implement agreed systems which ensure the effective communication & allocation of resources through:

To contribute to the development of the company as a whole through involvement in Senior Management Meetings.

To ensure the dissemination of information shared at meetings and support and guide staff through procedural changes made by the company.

Ensuring adequate staffing levels that meet the needs of the home and manage staff’s hours to ensure there is a degree of flexibility balanced with combatting the need for overtime.

Ensuring that budgets are managed effectively, and the use of finances is properly monitored.

Ensuring that company vehicles are clean and regularly maintained.

Monitoring closely the fabric of the building (including fixtures, amenities, and grounds) and agree with senior management remedial action where necessary to keep the home at the continuously high standard that is expected from the company.

Work within the scope of policies and procedures to maintain all fire, heating, lighting, and emergency systems and ensure the safety and security of the premises; ensuring that the required certificates and notices are displayed and in date.

To promote the efficient and effective operation of the home through:

Developing in consultation with children and staff, routines in relation to all aspects of child care.

Making decisions calmly when under pressure and be able to prioritise task completion in order of importance. It is important you adhere to deadlines.

Clarifying expectations in relation to maintaining the home in a clean and orderly condition.

Planning rotas which fit best with children’s needs, and which adapt to the needs of the service focusing resources where and when they are required.

Ensuring that company approved reporting and recording systems are implemented to ensure compliance with the CHR 2015.

Attending to all administration issues in relation to the home and the provision of weekly / monthly management information reports as directed.

Maintain confidentiality at all times and ensure compliance with the guidelines as set out in GDPR.

General:

To receive training appropriate and relevant to the role and maintain an up-to-date training profile.

To maintain up to date knowledge of the statutory and procedural framework for children’s residential care and communicate this to staff as appropriate.

To provide high quality written work including reports that can be shared with Local Authorities, Ofsted, and other agencies.

To be prepared to work unsociable hours from time to time to support staff development and lead by example.

To undertake any other managerial duties as may be necessary.

To undertake on call duties outside of normal working hours including evenings and weekends.
