As the Principal Engineer for Streetlighting, you will provide street lighting design and delivery service for council and stakeholder schemes. You will be working as part of a team involved with managing, maintaining and upgrading the assets and delivering a significant capital LED programme. You will have technical and working knowledge with practical experience and excellent project management in design, financial management and delivery of engineering projects with an effectiveness to work in a culture of quick changing priorities, needs and resources. Technical knowledge and understanding highway related schemes including safety, legislative, regulatory, and legal requirements, as well as contractual, industry standards, policy and relevant procedures and protocols and some knowledge of how local government operates. You will be confident at writing technical reports and delivering to key stakeholders and senior management. You will be a strong leader, who can manage the performance of site-based workforce during our evening and flexible working models. You will motivate, inspire and support junior team members, helping them learn, develop and progress. You will manage a team with minimal supervision with the capability to manage a challenging workload subject to change at short notice. Proactive approach to negotiation and decision making. You will prioritise your own, and others’ workloads to meet programmes, budget constraints and deadlines. You will be involved in the feasibility, planning, design, procurement, construction, implementation, financial and resource management of highway projects from minor works to large scale, multi-agency transport and public realm scheme. You will represent Kirklees Council and show you are customer focused, with a commitment to making a positive impact. We are interested to hear from applicants that have experience of supporting or managing high value contracts in a highways, construction or operational field. Key role and responsibilities

Leading and managing the team to deliver the street lighting service including managing budgets and resources. Leading the preparation of street lighting and electrical design. Undertaking the relevant duty holder’s role under the Construction Regulations 2015, in particular, Designer / Principal Designer. Preparing estimates, technical reports, feasibility studies, design specifications and contract documents, and carry out project management to include programming and cost monitoring. Preparing and producing environmental impact awareness reports, economic assessments and business cases. Contributing to compliance with the Quality Management Systems including site specific audits. Managing and delivering the LED capital investment programme and monitoring and reporting on the associated Salix funding grant. Working on a daily basis with Councillors, MPs and other stakeholders ensuring a prompt and comprehensive response. Engaging with clients, external partners, the council's internal construction team, Northern Power Grid and sub-contractors to provide and ensure a high quality service and performance. Managing the day-to-day street lighting inventory ensuring timely and accurate updates of the inventory so as to reflect energy savings and reduction of the carbon footprint.
