The Suffolk and North East Essex ICB are looking for a Clinical Systems Manager to work within the Digital and IT team.

This hybrid role is primarily remote, but requires occasional in-person attendance at meetings in Suffolk & Northeast Essex. Additionally, the role demands physical presence for about two weeks during clinical system migrations, typically once or twice a year, but potentially more often.

The postholder will be highly visible, ensuring stakeholders and digital primary care users are actively involved and informed in the delivery of Digital and IT services and the wider system Digital Primary Care Strategy.

Main duties of the job

The role will provide management, organisation, development, and the team's delivery of in-depth, specialist support to all matters related to clinical systems that are supported by the ICB's Digital & IT department.

To line manage the staff within the small Clinical Systems team. To assemble and manage the various Clinical Systems Service project tasks required to progress SNEE ICB in line with their Digital & IT strategy. Oversee the management and development of a whole health system approach to second line support, problem management, training, and specialist support to users and managers of clinical systems. Work with the Training Hub and PCN Digital & Transformation Leads to ensure best and most strategic use of systems to benefit GP practices. Plan, lead, monitor, and co-ordinate specified projects to deliver agreed outcomes within specified constraints. Be responsible for overall project progress, use of resources, and delivery of outcomes.

Essential

Clear communicator with report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences. Ability to exercise personal judgement when dealing with a range of factors/issues that may involve managers, colleagues, stakeholders, and service users. Excellent time management and problem-solving skills with the ability to re-prioritise; Plans and organises own work, resolving conflicting situations and matters. Skills for communication on complex matters, difficult situations, requiring negotiating, persuasive and influencing skills. A strong desire to keep up to date with developments in NHS Digital & IT, especially in primary care. Ability to analyse and interpret information, pre-empt, and evaluate issues, and recommend an appropriate course of action to address the issues. Experience of setting up and implementing internal processes and procedures. Demonstrated capability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements accordingly. Attention to detail combined with the ability to extract key messages from complex analysis. Takes decisions on difficult and contentious issues where there may be a number of courses of action. Ability to work effectively as part of a team in a professional, calm, and efficient manner. Should have adaptability, flexibility, and the ability to cope with uncertainty and change. Desirable

Essential

Should have an appreciation of the relationship between NHS England and individual provider and commissioning organisations, especially general practice. Further training or experience in delivering projects and supporting change management processes. A good knowledge of Primary Care clinical systems, particularly SystmOne and/or EMIS Web. Experience of managing risks and reporting. Experience of drafting briefing papers and correspondence at a senior level. Experience in communications and stakeholder management. Experience of categorising, managing and tracking the realisation of benefits. An excellent knowledge of software programmes such as Outlook, Word, Excel, PowerPoint etc. Desirable

Experience of organising recruitment, selection & interview panels. Experience of coaching and mentoring. Qualifications

Essential

Educated to degree level or equivalent level of experience of working at a senior level. Experience of working closely with primary care clinical systems and/or in primary care in a management position. Desirable
