Job Overview

Mitie (Defence) Ltd offers a unique opportunity to support a complex operational UK military base located in Gibraltar.

As an integral part of the team you will manage and monitor all commercial aspects of the contract, you will be accountable for the commercial performance of the contract, maximise profit and control costs within appropriate ethical and contractual parameters for which responsibility has been allocated.

Develop and influence strategies identify and support a collaborative working relationship with key client personnel and key stakeholders and understand their requirements.

Develop a strong professional commercial team locally and oversee training and personal development within that team.

Main Duties

Provide practical management and assistance in the achievement of the Annual Operating Plan, on site. Manage the contract based Commercial Team, including Personal Appraisal and Development Plans and to ensure standardisation and best practice are adopted across the contract. Advise the Senior Management Team, through the Account Manager and Deputy Account Managers, on their respective duties and responsibilities with regards to Commercial matters. Undertake monthly contract Cost Value Reconciliation reports & prepare and review budgets and forecasts for submission to Senior Management in the UK for maintenance works and projects. Monitoring of the Supply Chain to ensure fully compliant contracted deliveries. Liaise / interface with other external bodies to ensure the contract keeps pace with changing legislation, standards, guidance etc. Support to all Defence Infrastructure Organisation (DIO) and British Forces Requests. Draft guidance notes on contract terms/qualifications for review with UK Senior Commercial Managers. Manage contract risk. Foresee potential commercial issues. Resolve these issues proactively and positively and if required implement process improvement activities. Support fraud prevention on the contract and chair the local Fraud Prevention Steering Committee meetings. Work as a cohesive team with the U.K. Commercial and Finance Teams, providing monthly reports to the Account Manager. Monitor applications for payment and invoices together with all necessary back up and ensuring timely cash collection on all projects. Liaising with Client commercial staff to build good working relationships and ensuring successful agreement of final accounts. Draft responses to contract enquiries/queries from DIO. Review and develop procedures and financial controls to monitor labour, plant, material and sub-contractor costs and control debt. To review and analyses tenders to ensure the tender are commercially viable, including reviewing appropriate milestone schedules related to cost forecasts to minimise negative cash flow and an understanding of the risks that are associated with projects. Understand complex commercial issues and provide briefing to Senior Management in the UK. Any other duties that may arise from time to time at the discretion and direction of the Account Manager in support of the financial and commercial function on the contract.

Attribute / Criteria

Essential Construction/quantity surveying qualification to degree level or equivalent

Desirable Professional membership of the RICS/CIOB.

Knowledge & Experience

Commercial experience within a main contracting organisation Design and build experience within a contracting environment Experience of estimating and tender documentation Experience of completing budgets / forecast and monthly cost value reconciliations Line management outside our organisation Line management inside our organisation Overseas experience

Skills & Abilities

Able to lead a team in a complex, fast moving business and deliver excellent results within tight timescales and financial controls over large distances and through protracted time zones Sound IT skills, including Microsoft Office and online databases Capable of implementing new Commercial processes and business systems Able to apply Commercial knowledge in a way that delivers practical, business led solutions Good sound business development awareness Excellent negotiating skills with senior clients

Personal Qualities

Flexible approach Ability to work under pressure and meet deadlines Full U.K. or EU Driving Licence Excellent interpersonal communication skills. Competent and confident with the appropriate knowledge and experience to complete tasks on time and accurately. Alert, assertive, enthusiastic, self-motivated and able to work without supervision.
