Job Overview

NHS Devon is seeking to recruit a Band 6 Commissioning Specialist with a focus on social care market development. The post-holder will be part of a small, friendly, and supportive team that heads up the market development function. The team works through the commissioning cycle to identify current and future population demand for services and develop and enact commissioning plans to meet local population need. The role will work closely with the Integrated Care Board (ICB) contracting team to procure and manage a suite of contracts and will act as a key link between the ICB and the relevant provider organisations. The team prides itself on its ability to maintain and develop close and constructive working relationships with ICB colleagues, system partners and provider organisations, including during current times of challenge. We also help support wider system change, using our contracts and the relationships as enablers to delivery against medium to long-term priorities and driving forward service improvements and transformation to meet the needs of the Devon population. Main Duties of the Job

The post holder will work alongside the Market Development Manager to define the market development strategy for the ICB using population data to identify current and future needs required to shape the care market. Work with the ICB contracting team to actively manage a suite of existing contracts to ensure quality and value for money. Provider day to day relationship management to a range of providers. Use the commissioning cycle to identify commissioning gaps and opportunities to shape the market. Manage projects around subject specific areas e.g. intelligence gathering to support needs analysis. Participate in procurement processes. Work in close liaison with the local authorities to support joint contracting arrangements and identify opportunities to strengthen partnerships. Work with a range of functions and colleagues from across the ICB to support them in their work relating to the independent care market. Proactively engage with the market and system partners. Qualifications

Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area. Experience

Experience of co-ordinating projects in complex and challenging environments. Experience of stakeholder management. Comprehensive knowledge of project management. Expert knowledge of MS packages including Word, Excel, PowerPoint and Outlook. Further training or significant experience in specialist area. Evidence of continued professional development. Able to interpret guidance including contractual guidance. Previous experience in a similar role in the public sector. A good understanding of the health and social care environment and roles and responsibilities within it. Previous experience of working with the independent social care market. Skills & Attributes
