Role Purpose The Contract & Procurement Manager will play a pivotal role in ensuring that CIPFA's contracts and procurement activities are conducted efficiently, effectively, and in compliance with all relevant regulations and best practices. This includes: Contract Management:

Drafting, reviewing, negotiating, and managing a variety of contracts, including supplier and customer agreements, consultancy contracts, and service contracts. Procurement:

Overseeing the entire procurement process, from identifying needs to selecting suppliers and managing supplier relationships. Compliance:

Ensuring that all procurement activities comply with relevant laws, regulations, and CIPFA's policies and procedures. Risk Management:

Identifying, assessing, and mitigating risks associated with procurement and contract management. Cost Management:

Analysing and managing contract costs to ensure value for money. KEY RESPONSIBILITIES Contract Drafting and Negotiation: Draft, review, negotiate, renew and potentially terminate a wide range of contracts, ensuring that they align with CIPFA's strategic objectives and protect its interests. Provide expert advice on contract terms and conditions. Procurement Process Management: Develop and implement effective procurement strategies and processes. Conduct market research and supplier evaluations. Manage tendering and bidding processes. Conduct contract award evaluations. Ensure that all contracts are stored in our contract management software and reminders are correctly set for review per the agreed frequency. Promote awareness of the importance of contract compliance. Collect feedback from stakeholders to identify areas for improvement. Contract Administration: Monitor contract performance and compliance. Manage contract variations and disputes. Ensure timely payment to suppliers. Risk Management: Identify and assess potential risks associated with procurement and contract management. Develop and implement risk mitigation strategies. Compliance: Ensure compliance with all relevant procurement regulations, including EU procurement directives and UK public sector procurement regulations. Adhere to CIPFA's policies and procedures. Cost Management: Analyse contract costs and identify opportunities for cost savings. Monitor supplier performance and negotiate favourable terms. Support the budget holders with underperforming suppliers. Required Skills and Experience Proven experience in contract and procurement management, preferably in a public sector or professional services organisation. Strong understanding of procurement regulations and best practices. Excellent contract drafting and negotiation skills. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills. Ability to work effectively under pressure and meet deadlines. Proficiency in relevant software tools (e.g., contract management systems, procurement platforms). There are no management or leadership responsibilities for this role. QUALIFICATIONS Degree in Law, Business, or a related field (Essential). CIPS or equivalent procurement qualification (preferred). Desirable KNOWLEDGE & SKILLS Proven experience in contract and procurement management, preferably in a public sector or professional services organisation. Essential KNOWLEDGE & SKILLS Strong understanding of procurement regulations and best practices. Excellent contract drafting and negotiation skills. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills. Ability to work effectively under pressure and meet deadlines. Proficiency in relevant software tools (e.g., contract management systems, procurement platforms).
