Job summary The Workforce, Training and Education directorate in the East of England are recruiting a Delivery and Oversight Manager to work as part of the Integrated Workforce Planning and Strategy team. As Delivery and Oversight Manager, the postholder will provide an efficient and effective service covering: Performance Assurance Business management The Delivery and Oversight Manager will be responsible for managing the directorate performance function, including developing and delivering a range of operational frameworks and processes which enable the directorate to deliver and monitor its business plan. Main duties of the job The postholder will be responsible for a range of activities including, but not limited to, programme management and delivery, data collection and performance reporting, management of regional and national requests, facilitating sharing of information and stakeholder management. The role will be required to work across the directorate in a matrix style to support and deliver. The post holder must have experience and skills with project, change and information management. The postholder will be required to gather, interpret and analyse data to prepare high quality reports, briefings and presentations. They will also be required to support the provision of information, analytics, modelling and associated narratives to support business needs. The postholder will have responsibility to ensure the directorate is aligned to and compliant with wider NHSE processes. The postholder is a key member of the team whose overarching goal is to enable, promote and support the effective use of data, information, knowledge and technology to improve, inform and support a portfolio of projects, services and initiatives. Person Specification Skills and Capabilities Essential Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders. Ability to analyse very complex issues where material is conflicting and drawn from multiple sources. Numerate and able to understand complex financial issues combined with deep analytical skills. Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales. Knowledge and Experience Essential Experience in gathering, interpreting and analysing data to prepare high quality reports, briefings and presentations Significant experience of successfully operating in a politically sensitive environment. Experience of managing risks and reporting. Experience of drafting briefing papers and correspondence at senior management team level. Demonstrated experience in a Healthcare environment. Experience of setting up and implementing internal processes and procedures. Qualification Essential Educated to post-graduate degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area. Further training or significant experience in project management, information management or supporting change management processes.
