About the job Job Summary This is a key role within the Defence Nuclear Organisation (DNO), providing strategic financial leadership across DNO and the Defence Nuclear Enterprise, containing some of the most complex and critical programmes in government. You will lead a team of around 50 people to deliver a professional finance service, creating an inclusive, empowering culture where teams can thrive and develop. You will need to provide a high standard of strategic planning; financial management and reporting; and operations and accounting: working closely with colleagues across DNO and other parts of the Ministry Of Defence and the Nuclear Enterprise to embed a culture of successful delivery and value for money. Job description Lead a 50-strong team of finance professionals, under a Grade 6 Financial Accounting and Operations, a Grade 6 Management Reporting and a Grade 6 Strategic Planning, developing the identity and sense of community across the team, and ensuring that finance is seen as a key enabler to the business. You will be expected to support people’s careers, professional development, and talent management. Ensure the Defence Nuclear Organisation (DNO) has a strategically coherent financial plan for future years, backed by credible cost forecasts, leading for DNO on Spending Review planning and implementation, and coordinating with colleagues to align with the overall Defence Nuclear Enterprise (DNE) strategy. Deliver the £8bn+ DNO budget within controls in year, with insightful reporting and advice to Chief Defence Nuclear and other senior stakeholders on DNO finances and the overall financial performance of the DNE and ringfence flexibilities (working with Navy and UK Strategic Command, who manage around £3bn of the £11bn DNE ringfence). Lead the operation of investment approvals within DNO and the running of the Defence Nuclear Investment Committee (of which you will be a member), to promote high quality business cases backed by robust costing; drive rigorous and streamlined decision making; and enable efficient and effective programme delivery. Ensure DNO operates robust, compliant controls and can account successfully for its resources. Create an environment of continuous improvement that drives performance, efficiency, and innovation, including in the use of data and analytics. Provide strategic financial leadership and problem-solving on issues across the portfolio (for example as finance lead for the future deterrent). Take on corporate and team responsibilities as appropriate for a leader in the Government Finance Function and the Senior Civil Service, working collaboratively with colleagues in other functions, such as HR and Commercial, and with the wider finance community in the Ministry Of Defence. Create an inclusive, collaborative environment, actively breaking down silos and setting a strong vision. Work with colleagues across the DNE to support delivery of the DNE Strategic Plan and champion DNE cultural and behavioural principles. Person specification This is a demanding SCS1 role that would suit an experienced financial leader with ambitions to progress to more senior leadership.

The successful candidate must be able to demonstrate their experience and skills against the following essential criteria: Strong leadership credentials with the track record to lead, motivate, and develop a diverse and inclusive team and promote consistent excellence in the team’s output. Ability to shape strategic planning confidently, clearly, credibly, and at pace, making an impact at the most senior levels through excellent interpersonal and communication skills, including building and maintaining broad networks and relationships across a variety of organisations. Excellent oral and written communication skills, including the ability to put complex financial issues into lay person's terms for non-specialist audiences, and as a leader build this capability within the finance function and wider organisation. Skilled finance professional, with strong analytical ability and credibility across all aspects of financial management, and experience in managing complex budgets in a programme environment. Creative thinking skills and the ability to use financial and wider performance analysis to challenge how things are done and drive continuous improvement. High level of confidence and resilience, with an ability to manage ambiguity and challenge, and to work at pace managing a full workload with conflicting short and long-term priorities. Must be professionally qualified with CCAB, CIMA, or equivalent and have extensive experience in a senior finance leadership role.
