Buckinghamshire, Oxfordshire and Berkshire West ICB Accountable to the ICB Deputy Chief Finance Officer, the Director of Operational Finance will be responsible for supporting the Deputy Chief Finance Officer and ICS/ICB Directors in the leadership, stewardship and development of the ICS/ICB financial regime and leading on the operational financial aspects of ICS development and transformation.

The Director of Operational Finance will:

Support the Deputy Chief Finance Officer and other system leaders in ensuring maximum benefit and best value for the population of Buckinghamshire, Oxfordshire, and Berkshire West through the management and reporting of financial resources and driving productivity and efficiency opportunities to improve value and reduce cost.

Be responsible, with the Deputy Chief Finance Officer, for ensuring that the ICB and ICS discharges its financial management and oversight duties and by doing so, delivers value for money and improved health and wellbeing outcomes for its population.

Person Specification Qualifications

Essential - Full qualification in one of the individual CCAB bodies or CIMA

Educated to masters level or equivalent level of experience of working at a senior level in a specialist area.

Evidence of sustained personal and professional development.

Experience

Extensive knowledge of specialist areas, acquired through post-graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.

Board level experience of managing budgets and maintaining financial balance within a highly complex, multi-organisational environment in the face of increasing demand.

Demonstrable track record of leading procurement, contracting and performance management processes in large and/or complex organisations.

Good working knowledge and experience of Clinical Quality and Improvement.

Evidence of post-qualifying and continuing professional development.

Understanding of the background to and aims of current healthcare policy and appreciation of the implications of this on engagement.

Demonstrable experience in managing highly sensitive situations with patients, families, or carers and/or with wider advocating agencies.
