Estimating Manager

is to support the business by overseeing all aspects of Estimating activities within this department. Estimating Manager Responsibilities: Directly supervise the Estimating Team. Assist in the management and completion of 'Expressions of Interest', conduct the 'decision to bid' process, Prequalifications, and Questionnaires. Participate in management reviews of workload and opportunities. Ensure full compliance with all company systems, processes, and procedures, and ensure that all bids are controlled in accordance with corporate governance levels and procedures. Maintain a consistent approach to estimates prepared and delivered by using the Companies Estimating Package (Cypher). Play a key part in our Work Winning Team, with regular meetings and dialogue with all internal stakeholders. Work closely with the Head of Business Development to identify and secure work opportunities from the open market, PQQ, and frameworks. Preparation of management reports/KPI statistics, Pipeline & Strike rate; monthly submission to the Board Directors. Allocate clear roles and responsibilities for members of the estimating team. Maintain financial records of completed bids to maintain a feel for competitive/winning market levels. Manage, direct, and set win strategies for bids. Lead bid strategy, review, and settlement meetings. Ensure estimator costs within bids are validated before submission. Plan, allocate, and manage resources (internal and external) to process bids successfully. Obtain client feedback regarding the company's Estimating performance. Support the development and training of staff within the Estimating team, including annual staff appraisals. Manage the Internal and External Estimating resource. Manage the tender enquiry process. Manage receipt of tender enquiry and ensure the project is entered onto the "Estimating" tracker by the team. Request from the Commercial Department a credit check for any new and existing clients. Manage the Estimating & Quotation tracking documents and prepare weekly forecasts for review by the Head of Commercial for final decisions on any estimates/quotations. (Bi-monthly meetings) Coordinate with Pre-Construction Manager regarding tender invitations/opportunities/current workloads etc. Coordinate with Pre-Construction Manager/Directors regarding target programme dates for site works, to ensure best continuation of site delivery works. If agreed to proceed with quotations, obtain a quote number and enter accordingly onto tracker and GT. Read specification/tender documentation and request any further information that may be required. Determine if the tender has any "Design & Build" requirements. If so, discuss with our preferred Design Partners in the first instance and outsource further afield if required. Manage the estimating team with regards to achieving the return dates. "Request for Quotation Letters" to be sent to manufacturers/suppliers/sub-contractors with full package (e.g. drawings/specifications/programmes etc.). Take off drawing quantities and load on estimating package (Cypher). Undertake a review with the associated estimating teams and look for best price/value engineering opportunities. Read and understand main contractor terms and conditions and advise any issues in contract before tender process is finalized. Attend the final review/settlement meeting by directors/Pre-Construction Manager. Assist with the preparation of the tender documents and qualifications letter for offer to client. Monitor the supply chain, suppliers, and work closely with the Head of Commercial and buying department to ensure that the right price and best sub-contractor bases are utilized during the tendering process, to ensure improved visibility & efficiency between the estimating/buying departments. Ensure that the estimation (Cypher) database is managed and material updates incorporated, correct discounts have been applied and that any 'labour norms' are utilized within the team. Review any attendance requirements for pre/mid/post tender interviews. Consult with client and line-manager re possible negotiations and commercial decisions to obtain orders and letter of intent. Hand over projects to the delivery team including better buying opportunities. Read, understand, and always implement the Company Health and Safety Policy and QA.
