This is an exciting opportunity for motivated professionals who are passionate about supporting best practice in local government. The postholder will be part of a team delivering the Finance Advisory Network, on a fixed-term contract basis acting as maternity cover. As a part of the team they will ensure efficient and effective communication with subscribers, research and answer technical queries, and deliver tailored training events. They will work closely with the other two FAN Advisors to deliver the goals of the Service. This role offers the chance to make a significant impact within the Public Financial Management department and contribute to the overall goals of CIPFA. Person Specification:

We are seeking candidates who possess the following qualifications and attributes: Essential Experience: Knowledge and experience, at a senior level, of local authority finance. Practical experience of delivering training courses, facilitating workshops, and other public speaking. Track record of the application of the Code of Practice in financial reporting in a local government environment. Knowledge/Skills: Detailed knowledge and understanding of the Code of Practice on Local Authority Accounting and its application, particularly in the areas of non-current assets, government and non-government grants, revenue contracts, accruals accounting, liabilities, materiality, disclosure requirements. Knowledge and understanding of the funding arrangements for local authorities. Ability to research new developments in the space and deliver written and live updates on key changes to a technical audience. A good knowledge of the budgeting process including methodology, technique and practical application for both capital and revenue. The ability to communicate financial concepts to a non-finance audience including elected members and budget holders. Qualifications: Appropriate professional qualification. Degree relevant to the field or equivalent experience working in the area. It is essential that candidates have a proactive attitude, excellent communication skills, and a strong ability to work both independently and collaboratively within a team. Key Tasks Include but are not Limited to:

Keep up to date with rules and regulations as they impact on local authority financial management and accounting. Research, write, and deliver a series of technical events throughout the year, primarily online, but including face-to-face presentation where appropriate. Tailoring workshops to a specific audience as required. Respond to detailed technical queries from subscribers and provide authoritative and timely advice. Support the operations of the Finance Advisory Network by completing annual service plans, monthly management accounts, and other administrative tasks. Communicating with subscribers including inputting to and authoring a monthly newsletter. Providing support to the wider Public Financial Management team and working collaboratively with other networks and advisors.
