Reporting to the Head of Planning, Programme Costing & Capital, the Strategy and Systems Accountant will be responsible for supporting the Chief Finance Officer and ICS/ICB Directors in the leadership, stewardship and development of the ICS/ICB financial regime and leading on the strategic financial aspects of ICS development and transformation. Support the Chief Finance Officer and other system leaders in ensuring maximum benefit and best value for the population of BOB through the planning and investment of financial resources and driving productivity and efficiency opportunities to improve value and reduce cost. Assist the Head of Planning, Programme Costing & Capital on the developmental aspects of all ICS wide financial issues including system-wide financial principles and strategy and Integrated Care system-wide benefits realisation and impact modelling. Lead on developing a collaborative and effective approach, with the use of Population Health Management information, to improve outcomes, reduce health inequalities and drive financial decision making by service transformation and pathway redesign. Lead on the development of an ICS financial framework covering resource allocation and payment and contractual systems which will support and incentivise service transformation across the system. Ensuring that the ICS/ICB discharges its financial duties and by doing so delivers value for money and improved health and wellbeing outcomes for its population. Main duties of the job

Qualifications

Educated to masters level or equivalent level of experience of working at a senior level in specialist area. Evidence of post qualifying and continuing professional development. Fully qualified and full Member of relevant professional body. Experience

Experience in communications and stakeholder management. Experience of managing and motivating a team and reviewing performance of the individuals. Experience of contracting and performance management. Expert knowledge of NHS National tariff payment system, and associated financial and information flows. Experience of working within a complex and challenging environment, and managing demanding relationships with multiple stakeholders. Understanding of and commitment to equality of opportunity and good working relationships. Evidence of planning and delivering programmes, projects and services on time using established project management techniques. Previously responsible for a budget, involved in budget setting and working knowledge of financial processes and achieving financial targets. Disclosure and Barring Service Check
