Venesky-Brown’s client, a public sector organisation in Forfar, is currently looking to recruit a Finance Manager for an initial 3 month contract with possible 3 month extension on a day rate of £325-£350 (inside IR35). Hybrid working with 1 day per week in the office. Responsibilities:

Oversee and direct the provision of accountancy support to services of the organisation including directorates, common good, charities and arm’s length external organisations, including: liasing with the senior management team preparing of budgets and all related budgeting activity including medium term strategic financial planning preparing of annual/management accounts and all related accounting activities providing advice to services on virement / budgetary control and undertaking analyses to ensure that budget control issues are identified timeously undertaking general ledger maintenance activity in support of the above activities undertaking financial investigations and appraisals completing grant claims and other financial returns providing general financial advice to organisational services delegating for the section 95 officer in respect of consultation on draft committee reports and committee attendance. Oversee and direct the delivery of corporate responsibilities i.e. treasury management, general ledger support and the co-ordination and monitoring of revenue and capital budgets and annual accounts, including: liaising with elected members and senior officers preparing working papers undertaking analyses and reconciliations maintaining support systems and producing reports / output from these undertaking general ledger maintenance activity producing publications and reports preparing of external returns. Assist with other accountancy duties, including external audit queries, in accordance with the organisation’s financial regulations. Develop guidance in relation to finance processes and systems and deliver associated training. Contribute to corporate initiatives, special projects, best value reviews and any other ad hoc activities as required. Represent the finance function on internal and external working groups as required. Maintain an up-to-date knowledge of the requirements of legislation, guidance and professional codes of practice in so far as they are relevant to the duties of the post. Actively contribute to the management of the overall finance services function. Report to the service manager (finance services) with regard to the performance of the team, bringing to their attention areas of work within your remit requiring corrective action and proposals for achieving this. Ensure the regular appraisal of team members in accordance with organisational policies and recommend development packages for individual members of the team where appropriate. Essential Skills:

Evidence of Continuing Professional Development CCAB, CIMA or equivalent qualification Experience of leading and managing in a large organisation including the public sector Experience in undertaking complex financial appraisals / analysis Experience in the development of financial policies and procedures Experience of performance management including the development and maintenance of service plans and appropriate management information systems Experience of establishing systems to gather and analyse information to ensure the work of the allocated service area remains focused and customer orientated Ability to identify opportunities for creativity and innovation, including the implementation of digital service delivery Experience of partnership and collaborative working Evidence of excellent interpersonal and communication skills Evidence of effective decision making Demonstrates a confident and adaptive leadership style that is inclusive and facilitative Experience of developing directing, engaging, motivating and inspiring others to succeed Desirable Skills:

Degree or equivalent in a related discipline and/or Membership of appropriate professional body Post graduate qualification in Leadership and/or Management Experience of supporting successful organisational and cultural change Experience of managing budgets Mobility, in order to work flexibly and agilely in a variety of locations as required If you would like to hear more about this opportunity please get in touch.
