The successful candidate will be able to choose which of the 4 SYICB bases is most suitable for them (Sheffield, Doncaster, Barnsley, Rotherham).

An exciting opportunity has arisen for a highly motivated individual who wants to take the next step in their career and gain some valuable experience working within an ICB. The role is covering maternity leave absence and is a multi-faceted role working across both the Mental health and Continuing healthcare workstreams.

This role is an excellent opportunity to gain experience at a higher level or for someone looking for commissioner experience. You will be a fully qualified accountant who has excellent analytical and technical skills which will be vital to provide detailed reporting around changes to patient and financial information particularly to support the delivery of efficiency schemes within the ICB.

Main duties of the job Preparation of accurate and timely month end management accounts including accruals, prepayments and forecast outturn adjustments. Use of financial and clinical systems to process and analyse large volumes of data including looking at trends and explanation of changes and variances. Provision of financial support relating to the ICBs efficiency schemes. Liaison with Continuing Healthcare Clinical team and Local Authorities on a regular basis. Interviews: 25th February 2025

Job responsibilities

Working within the Finance team; the post holder will also work effectively across the ICB in a multi-disciplinary environment and regularly liaise with other organisations across the region. Produce month-end accounts and reports, for a designated portfolio, contributing to the total accounts of the ICB, including forecasting to the end of the financial year, by analysing complex trends, reconciling the general ledger, calculation and input of accruals and forecasts to the accounting system, cost centre reviews and other month end queries. Investigate variances from budgets as required and provide advice and take corrective action. Plan own workload to ensure deadlines in monthly, quarterly, and annual finance timetables are met and support the team to ensure all reporting deadlines for the team are achieved. Essential

Expert specialist knowledge of financial and accounting procedures, financial & other aspects of legislation and NHS finance policies; experience & expertise in finance management, contracting arrangements and payment systems, strategic & staff leadership roles and the financial implications of national health policy. Specialist knowledge to a professional accountancy qualification level and substantial experience and expertise gained from a senior financial management role. Evidence of continued professional development. Significant experience of managing financial services in a large organisation. Experience of leading and developing a team of staff to sustain and improve services. Desirable

High level communication skills will be required to engage both NHS Senior Managers and Senior Managers from other organisations in highly complex service development and potentially contentious change issues. Able to develop and deliver formal, complex financial presentations to large groups of (often senior) non-finance managers and conveys financial concepts clearly and persuasively. Able to analyse highly complex problems relating to business case production and analysis; multiplicity of targets/objectives and makes judgements regarding allocation of finances. Able to make judgements on financial decisions and financial risk where there is no precedent and where other leading opinions may conflict. Able to plan projects which impact across the department & the organisation; delivery of accounting, financial services over the financial year for own area; prepare plans for financial and people aspects of service provision; contribute to medium term financial strategy. Able to negotiate and exercise diplomacy in achieving CCG objectives. Able to develop business plans and strategies for finance which will impact across the contracting portfolio. Strong leadership skills and presence. Strong interpersonal and relationship building skills whilst having the ability to positively challenge. Ability to work effectively as part of a team.
