We’re seeking a talented Hard Services Leader to manage, assure and lead the governance of the hard services provided to NPL. Working as a leader in the NPL Estates department, the role is required to ensure NPL’s building services engineering requirements are identified, understood and delivered effectively. Reporting directly to the Head of Estates and working closely with service delivery, operations and project delivery groups, the role is essential to ensuring Hard services are fit for purpose, compliant, meet relevant standards and offer value for money in support of NPL’s values and mission. This senior level role will play a crucial role in managing risks associated with the performance of the building engineering systems, Hard FM services and their impacts to NPL’s science and engineering programmes and associated supporting functions. Key responsibilities:

Ensure Hard FM contracts and specifications capture NPL requirements. Lead the performance management of Hard FM service providers, verifying contract deliverables and KPIs on a regular basis and driving up performance standards using a range of skills, commercial levers and good governance. Ensure asset management follows good practice, overseeing the validation of asset information and maintenance standards, processes and procedures on a regular basis. Ensure Hard FM contract changes and variations are managed effectively, providing compliance, value for money and reducing risks to as low as reasonably practicable. Work with stakeholders to identify and manage risks associated with the Hard FM Services and their impacts to NPL’s operational activities and strategic aims. Provide technical advice and guidance to Estates colleagues and service partners. Support the mobilisation and demobilisation of FM service contracts. Assure the suitable implementation and adherence to technical standards for hard services and associated safe systems of work. Provide maintenance and technical requirements for user requirement specifications for new assets. Manage the Hard Services budget and risk register. Deputise for the Head of Estates as required. Key experience, knowledge and skills:

Must be able to achieve SC Security clearance. Must be a member of an appropriate engineering institute, e.g. CIBSE, IET or IMeche. A minimum of five years’ experience managing outsourced Hard FM services on a site with multiple critical facilities. A good working knowledge of technical standards used in hard FM services such as HTMs, JSPs, SFG20 and CIBSE guide M. Good understanding and experience of working with FM services contracts (e.g. NEC3/4). Experience in client-side FM Services procurement activities such as contract specification, tender evaluation, demobilisation and mobilisation activities. Demonstrable knowledge of building services engineering in laboratory and commercial buildings.
