We’re tackling the Climate Emergency head-on in Westminster. We’re aiming to be a net zero council by 2030 and a net zero, climate resilient city by 2040, helping to improve the health and wellbeing of communities across Westminster. Furthermore, in September 2023, the council declared an Ecological Emergency in the City of Westminster, recognising the devastating effects of climate change and development on our natural environment as well as committing the council to further action to protect wildlife and improve biodiversity. Following this declaration we have developed a Greening and Biodiversity Strategy, to improve the sustainability and resilience of the city and enhance the natural environment for the benefit of all our communities through six outcome priorities. This role will have responsibility for the contract and operational management and maintenance of parks and gardens across the city, including large open parks such as Victoria Embankment Gardens, pocket parks such as Paddington Street Gardens North and historic garden squares such as Leicester Square and Sussex Gardens, ensuring a holistic response to the resilience and greening agenda. The service also operates three cemeteries which are situated outside the borough: Hanwell, East Finchley and Mill Hill cemetery. We are proud of the delivery of our green spaces, with 27 Green Flag Awards in 2024 and 10 Gold Awards in London in Bloom, WCC were awarded Britain in Bloom – Borough of the Year in 2019. We are looking for an experienced and passionate leader to build upon the successes of this service and to lead the work across the council to respond to the climate and ecological emergencies. The post holder will be responsible for ensuring we are well prepared to mitigate and respond to the impact of climate change. This leader will also be responsible for our award-winning Parks Service, which will be vital to achieving both ambitions. Responsibilities of the role will include: Create an inclusive and supportive environment where our people can realise their potential, actively contribute and work together to deliver a Fairer Westminster. Responsible for creating ambitious, community, and outcome focused services, which drive momentum and value and nurture talent. Actively demonstrate a commitment to equality and diversity in our workforce and culture. Setting the strategic direction for delivery of the council’s climate adaptation and resilience, greening, biodiversity and ecological emergency agenda. Work closely and innovatively with services across the council to ensure we are responding ambitiously and tangibly to the challenges we face. Amplifying the council’s approach to internal and external stakeholder influencing and engagement on climate adaptation and resilience, and greening and biodiversity agendas, building genuine partnerships, identifying collaboration opportunities and supporting initiatives that leverage the full benefits of collective action. To be the strategic nominated ‘Contract Authorised Officer’ for the Parks and Cemeteries contract and/or service and to manage the performance to ensure adherence to the contractual and statutory requirements and the delivery of a high-quality green space that meets the needs of our communities. Ensuring that Westminster’s communities are at the heart of the council’s approach to reducing climate vulnerabilities and protecting and enhancing green space across the city, through meaningful engagement and projects that are inclusive and consider their diverse needs and opinions. Supporting the Chief Executive, Executive Director and Director in putting these priorities at the centre of the Council’s agenda and narratives. Developing and sustaining strong and effective relationships with sponsors and stakeholders across the organisation, and with public and private sector stakeholders across Westminster.
