Key Responsibilities:
- Health and Safety Leadership: Lead on corporate health and safety matters across Council buildings, schools, housing estates, and other Council-owned properties. Ensure compliance in all management and operational practices involving Council staff, contractors, and public interactions.
- Statutory Compliance and Professional Oversight: Deliver a robust, statutory service that prevents management failures, gross breaches of duty of care, or legal infringements. Identify weaknesses in existing systems and implement improvement plans with thorough follow-up and reporting.
- Team Leadership: Provide strategic direction and guidance to a team of specialist officers, ensuring that the Council meets its statutory health, safety, and welfare duties as an employer. Act as the principal advisor on all matters related to Health, Safety, and Welfare.
- Risk-Based Activity Management: Oversee a comprehensive, risk-based program of audits, checks, training, and policy development for corporate buildings, housing stock, schools, and other Council properties, ensuring high safety standards and continuous monitoring.
- Engagement and Collaboration: Foster effective collaboration with internal and external stakeholders, including trade unions, the Health and Safety Executive (HSE), and other partners. Lead discussions on health and safety matters at the Council's H&S Management Board, H&S Committee, and Assurance Board.
- Strategic Health and Safety Leadership: Develop and implement Council-wide health and safety strategies, promoting a strong health and safety culture and ensuring adherence to statutory requirements.
- Senior Management Team Participation: Participate in or report to the departmental management team to align health and safety practices with Council goals.
About You:
The ideal candidate will have:
- Extensive experience in a senior health and safety role within a large organization, ideally within public sector or local government.
- A thorough understanding of statutory health and safety obligations, risk management practices, and regulatory compliance.
- Strong leadership skills with the ability to inspire and manage a team of health and safety specialists.
- Exceptional communication and collaboration skills to engage effectively with partners, stakeholders, and colleagues.
- A strategic mindset with the capability to shape and deliver Council-wide safety policies and initiatives.
