You will lead budget discussions and negotiations, ensuring alignment with HIE's strategic priorities, and manage HIE’s financial outturn to meet expenditure, income, and efficiency targets. You will ensure that best practice governance, processes, and internal controls underpin HIE’s financial management, and oversee the preparation and sign-off of HIE’s annual accounts to ensure transparency and accuracy. Additionally, you will provide financial expertise and guidance on key strategic projects, develop and maintain collaborative relationships with key external stakeholders, and lead and manage the wider finance team to promote high standards of customer service and effective team working. We are looking for a candidate with a professional accountancy qualification and proven effectiveness in operating at a senior level, managing financial budgets, and people management. The ideal candidate will have experience in business development and working in high governance environments, along with strong leadership, negotiating, and influencing skills. Excellent reporting, analytical, and presentation skills are essential, as is the ability to work under pressure and to tight deadlines. Strong interpersonal and communication skills are also crucial. Desirable qualifications include an MBA or leadership/management qualification, working knowledge of the Scottish Public Finance Manual and relevant treasury and government accounting requirements, and in-depth knowledge of the Highlands and Islands area and economy.
