12 weeks Overview: As Head of Highways and Transportation, you will lead the strategic and operational management of Highways and Transportation services, ensuring high performance aligned with the local council's vision and priorities. Reporting to the Director of Operations, you will oversee a budget of £30M, lead a team of 200, and drive initiatives that improve services, ensure compliance, and foster collaboration. Key Responsibilities Leadership and Strategy

Provide strategic leadership for transport services, integrating them into Council priorities. Oversee long-term infrastructure planning and sustainable transport strategies. Develop policies and programs to enhance operational efficiency and customer focus. Operational Management

Ensure compliance with statutory requirements in highways, transportation, and flood management. Manage key areas, including Traffic Management, Asset Maintenance, and Public Transport. Deliver large-scale capital programs and monitor contractor performance. Budget and Performance

Manage a £30M budget, ensuring value for money and compliance with financial goals. Monitor service performance, setting high standards and achieving local targets. Secure external funding for infrastructure projects and economic development initiatives. Collaboration

Work with internal teams, elected members, and external partners to achieve strategic goals. Integrate transportation considerations into planning and development processes. Team Leadership

Lead, mentor, and develop a multidisciplinary team of professionals. Foster a culture of innovation, operational excellence, and customer service. Decision-Making

Make informed decisions, balancing operational risks with strategic objectives. Lead emergency planning and risk management efforts. Innovation and Improvement

Continuously improve service delivery through innovation and best practices. Promote partnership working and sustainable infrastructure solutions. Skills and Experience Proven senior leadership in Highways or Transportation within local government or related fields. Expertise in financial management, contract oversight, and project delivery. Strong ability to lead cultural and structural changes, achieving measurable improvements. Experienced in managing multidisciplinary teams and fostering collaboration. Skilled at balancing long-term strategies with day-to-day operational demands. Qualifications Degree in a relevant field; membership of a professional body (e.g., ICE, CIHT) preferred. Management qualification and evidence of continuing professional development. Knowledge of project management principles (e.g., Prince2).
