Blackburn with Darwen Borough Council is seeking an outstanding leader to head our Housing Needs and Inclusion services. About the Role As the Head of Housing Needs and Inclusion, you will lead our efforts in housing, homelessness prevention, and support for asylum seekers and refugees. This role places you at the heart of delivering preventative strategies and services for residents facing housing challenges. This is your opportunity to place a strong emphasis on early intervention, co-production, and fostering community inclusion. In addition, you will oversee the development of our Adults and Health First Contact Hub, ensuring residents receive timely and appropriate social care support through approaches such as social prescribing and community connection initiatives, combined social care offers, and close work with our local voluntary sector. This role requires an ambitious, energetic, innovative leader who thrives in a collaborative and innovative environment. You will work closely with established teams to build on their strengths while introducing new ideas and approaches to ensure our services are inclusive and resilient. You will also act as a key liaison with partners across health, social care, and community organisations, ensuring we work together to meet the diverse needs of our borough. Your work will have a direct and measurable impact, not just in improving housing outcomes but also in building stronger, more resilient communities. You will play a central role in addressing complex challenges, from domestic violence to the integration of marginalised groups, ensuring that every resident has access to safe, supportive, and culturally appropriate solutions. About You We are looking for an experienced and passionate leader with a strong background in housing and homelessness services, particularly within a local government setting. Your understanding of housing legislation, regulation, and governance will be matched by a drive to deliver impactful change through prevention and early intervention strategies. Wider experience in the area of social care would be beneficial. To succeed in this role, you will need to be a natural collaborator with excellent communication skills and the ability to engage effectively with diverse stakeholders, including elected members, community organisations, and residents. Your approach will combine resilience, flexibility, and a commitment to delivering innovative, inclusive, and high-quality services.
