Belmont Recruitment are currently looking for an experienced Head of Organisational Development and Change to join Rotherham Council on an initial 3-6 month temporary contract. This is a full-time role working 37 hours per week, Monday to Friday.

Key Responsibilities:

Lead and manage large-scale organisational development and transformation programmes, ensuring alignment with council values and strategic goals. Collaborate with elected members, senior leaders, and teams to embed a high-performance culture and foster accountability. Develop and implement strategies for workforce planning, talent management, and succession planning. Drive a customer-focused approach to service delivery, ensuring flexibility and responsiveness to diverse needs. Oversee risk management processes, ensuring risks are identified, assessed, and mitigated effectively. Develop innovative policies, systems, and practices to achieve value for money and operational efficiency. Ensure compliance with legislative frameworks, including the Care Act 2014 and best practices in safeguarding. Build strong partnerships with external stakeholders, agencies, and partners to promote collaboration and shared objectives. Manage the service budget effectively, setting priorities and evaluating competing financial demands within tight limits. Promote equality, diversity, and inclusion across all organisational initiatives and practices. Monitor and evaluate the outcomes of change initiatives to ensure sustainable success and continuous improvement. Prepare and present complex reports and analyses to senior management and elected members. What We’re Looking For:

Proven experience leading large-scale organisational change in a complex environment. Strong background in policy development, corporate/strategic planning, and managing change. Exceptional communication, negotiation, and decision-making skills. CIPD qualification (essential); project management qualification (desirable). In-depth knowledge of local government processes and statutory frameworks. Experience managing budgets, resources, and risk in a dynamic environment.
