Head of Operations, Transformation and Resilience

The postholder will be able to demonstrate significant experience in operational management and emergency planning, strategic leadership or operational leadership roles and be familiar with how NHS organisations work. A strong track record of operational management and improvements, development and strategy of resilience planning is fundamental to this role. Core Purpose: Head of Operations and EPRR will collaborate with internal and external stakeholders to ensure the high-quality delivery of all services and robust resilience planning. This role is crucial for promoting and fostering efficient and effective operational delivery throughout NEMS. The job holder will assist the Director of Operations in supporting the Executive Management Team and will play a key role in shaping the strategic direction of Operational delivery. Additionally, the Manager will support the Directors in establishing and implementing Operational and tactical improvements and resilience planning by reviewing policies, plans and objectives. The job holder will also have line management responsibilities for the Operations team. Main Duties of the Job

Flexibility The post holder will need to be flexible in working across all NEMS sites across a 24/7 period. The post holder will also contribute to the Gold/Strategic on-call rota. Operational Management Line management of Operational Delivery Manager Reporting to the Director of Operations, you will be a key and integral member of the senior management team. Engage and collaborate with Clinical and Operational teams to identify operational improvement opportunities. Attend monthly contract meetings with commissioners. Track, measure and analyse business improvement and efficiency metrics using KPIs. You will have the autonomy to generate ideas in improving your services. Review operational performance in conjunction with contractual obligations. Support the Director of Operations and Director of Finance and Corporate Services to maintain the management of contracts commissioned by ICB and other providers, including support to any procurement exercises to ensure timely rebidding. Actively engage in partnership collaborations. Support Head of Digital and Performance to exploit the NEMS data operations capability. Contribute to the development of strategic direction and organisational development. Support the Directors in establishing policies, aims and objectives. Business Transformation Responsibilities Develop and implement comprehensive business transformation plans and strategies to align with organisational goals. Provide project management oversight and strategic guidance to ensure the successful delivery of key transformation projects, collaborating with project managers and stakeholders as needed. Actively engage and collaborate with Clinical and Operational teams to identify and prioritise business improvement opportunities. Track, measure, and analyse business improvement and efficiency metrics using Key Performance Indicators (KPIs) to ensure measurable outcomes. Review operational performance to ensure alignment with contractual obligations and identify areas for enhancement. Lead and optimise NEMS data operations capability to drive evidence-based decision-making and operational excellence. Contribute to shaping the strategic direction and fostering organisational development through innovative approaches. Coach and mentor Operational Service Managers, fostering a culture of continuous improvement and professional growth. Support Directors in setting policies, aims, and objectives that reflect organisational priorities and resilience requirements. Emergency Preparedness, Resilience and Response (EPRR) Support the AEO in the development and delivery of NEMS EPRR in accordance with national framework. Act as main point of contact for ICB resilience management team. Train and educate NEMS staff on the roles and responsibilities of EPRR activities. Lead on medical and professional productivity reviews. Lead and develop data operation products to support operational performance reviews and service improvements. Person Specification

Qualifications

Degree or Post Graduate or equivalent qualifications or experience. Project or Programme Management Qualifications. Strategic planning and management. Proven experience in operations management, preferably within the NHS or social care commissioned services. Strong understanding of resilience planning and emergency preparedness. Strong strategic thinking and problem-solving abilities. Excellent communication and interpersonal skills. Ability to manage multiple priorities and deliver results in a fast-paced environment. Effective liaison and negotiation with outside organisations. Data-Driven Decision-Making. Disclosure and Barring Service Check
