As we approach our 30th anniversary, we are excited to launch an ambitious new strategy aimed at enhancing animal welfare, expanding our reach, and securing our long-term sustainability.
Purpose of the Role:
The Head of People & Organisation Development at PACT Animal Sanctuary is a newly created role responsible for leading and managing human resources, payroll, and health & safety across the charity, encompassing the sanctuary and its associated retail shops with a workforce of 80+ people. This role requires both strategic thinking and hands-on HR support, such as handling employee and volunteer relations. It is critical in fostering an engaged, productive, and values-driven workforce aligned with PACT’s mission to protect and care for animals.
Key Accountabilities:
People & Organisation Development Strategy
• Develop and implement a People & Organisation Development strategy aligned with PACT’s mission and objectives.
• Support the Senior Leadership Team and Board with organisational design, understanding the unique needs of sanctuary care and retail operations.
• Collaborate with the Senior Leadership Team to ensure HR plans support charity growth and sustainability.
• Establish clear goals and key performance indicators for the HR function.
Recruitment and Workforce Development
• Support management teams with recruitment for sanctuary staff, retail shop teams, and volunteers.
• Create and maintain a job description library tailored to the unique needs of sanctuary care and retail operations.
• Manage onboarding processes to integrate new hires and volunteers into PACT’s culture effectively.
Employee and Volunteer Relations
• Lead on all employee and volunteer relations, providing legal and practical support to resolve concerns.
• Foster an inclusive and collaborative work environment across all PACT locations.
• Design and implement staff and volunteer engagement initiatives.
Performance Management
• Develop and implement supervision and performance appraisal systems.
• Provide coaching and feedback to teams in alignment with PACT’s values and goals.
• Address performance concerns constructively and effectively.
Policy Development and Compliance
• Maintain and update HR policies alongside Croner to reflect legal compliance and best practices.
• Ensure compliance with employment law and health and safety regulations.
• Monitor adherence to charity policies.
Compensation, Benefits, and Payroll
• Oversee payroll administration, ensuring accuracy and timeliness.
• Manage salary reviews and benefits.
• Conduct market benchmarking for competitive compensation.
Learning & Development
• Identify learning & development needs for sanctuary and retail staff, as well as volunteers.
• Support and deliver training programs, including animal welfare protocols, retail operations, and leadership development.
• Promote continuous learning and skills development.
Diversity, Equality & Inclusion (DEI)
• Promote DEI principles across all PACT operations.
• Implement initiatives to attract and retain a diverse workforce.
• Embed DEI in recruitment, training, and workplace culture.
Health & Safety and Wellbeing
• Develop and maintain health & safety policies for sanctuary and retail operations.
• Implement well-being initiatives for employees and volunteers.
• Conduct regular audits to ensure compliance with health & safety regulations.
General Accountabilities:
• Promote and adhere to PACT’s organisational values.
• Keep abreast of policy and professional developments in your area of expertise.
• Participate in regular supervision and performance reviews.
• Ensure all aspects of equality, diversity, and inclusion are adhered to and promoted.
• Work in accordance with relevant legislation, policies, procedures, and guidelines.
Additional Information:
This role is primarily based at the sanctuary in Wood Rising, Norfolk, though some home working may be possible. As a Senior Leadership Team member, occasional evening and weekend work will be required to attend Trustee meetings (1-2 per quarter).
Person Specification:
Qualifications:
• CIPD qualification ideally at Level 7 (Essential)
• Degree or equivalent experience (Essential)
• Leadership or management qualification (Desirable)
Skills:
• Strong leadership skills to manage HR across diverse operations (Essential)
• Excellent verbal and written communication skills (Essential)
• Ability to build trust and maintain relationships with diverse stakeholders (Essential)

Experience:
• Senior HR management experience, preferably in a charity, non-profit, or multi-site environment (Essential)
• Experience with animal welfare organisations and retail operations (Desirable)
• Familiarity with retail HR and charity-specific governance requirements (Desirable)
• Strong understanding of employment law and HR best practices (Essential)
