Head of PMO

to join the recently established Corporate Delivery team. You will be a senior leader and hold a vital role in the establishment and delivery of an agile Programme Management Office (PMO) on behalf of the Trust, and with the Transformation team responsible for project delivery of complex change programmes (as set out in the transformation programme).

This role will be based at County Hall, Norwich with travel to Trust sites across Norfolk and Suffolk when required.

Main duties of the job The post-holder is a senior leader in the Corporate Affairs directorate, responsible for developing the Trust's programme management approach to the implementation of the Trust's vision, values, strategy and major change programmes. With responsibility for defining the Trust's overall portfolio of projects and programmes, the post-holder will assure the consistent application of the programme management approach across the portfolio. The post-holder will also have individual responsibility for a number of high priority change programmes within the Trust, many of which are delivered in partnership with other organisations. The post-holder will work collaboratively with senior management and clinicians across the Trust to manage and achieve improvements in Trust services in line with the Trust's strategic priorities.

Person Specification Qualifications Essential Educated to at least degree level. Holds a post-graduate qualification, or has equivalent relevant work experience. Formally recognised programme or project management qualification.

Desirable Holds PRINCE2 or MSP project management qualification.

Experience Essential Significant leadership/management experience. Significant experience of strategic programme delivery and service improvement. Experience of working within both private and public sectors. Experience of facilitation of workshops and meetings involving staff from all levels (frontline staff through to directors). Experience in leading major strategic change initiatives in a challenging organisation/system environment, including the delivery of efficiencies and quality-related benefits.

Desirable Experience in more than one organisation/setting of successful leadership of organisation/system-wide programmes function. Experience of the design and successful implementation of an organisational approach to delivering efficiency and sustainability, realising significant benefits.

Skills Essential Significant project/programme management and services development skills acquired in a wide range of organisations. Expertise in portfolio management. Competent in the communication of highly complex and sensitive information. Able to present complex information and data through presentation skills and report writing.

Desirable Strong negotiation and influencing skills.

Knowledge Essential Knowledge of principles of project and programme management and complex change management. Understands the human elements of change management. Knowledge of a range of improvement methodologies.

Desirable Knowledge of health and social care systems.

Other Essential The ability to travel independently across the geographical spread of all Trust locations. High levels of self-motivation, discipline and resilience. Comfortable and confident working in politically sensitive environments.
