An exciting 18-month fixed term opportunity is now open within the Land & Property (L&P) Team as Head of Strategy & Planning (S&P). The team currently operates from our Woodhatch office in Reigate, but staff will be expected to operate in a flexible way to meet the needs of our customers and work demands, using agile working methods that allow business to be conducted from multiple locations. The L&P team is continuing to transform SCC's property portfolio in line with the Asset & Place Strategy (2019-2030), which sets out the Council's approach to the strategic management of its assets. The portfolio is significant and diverse, incorporating over 1500 assets, valued at more than £2bn and with a Revenue budget of more than £35m p.a. L&P is transforming the operational estate to meet residents' needs, guided by a commitment to inclusivity and the health and wellbeing of our environment and communities. About the Role The Head of S&P role is responsible for leading the development and agreement of the Service plans, including development of property strategies, on behalf of L&P, enabling the wider L&P operational functions to deliver optimal solutions that support SCC Services' current and future portfolio needs, and deliver maximum value from the property assets. This is a key leadership role with the role holder expected to work closely with the L&P Senior Leadership Team advising on the effective creation and implementation of key strategies and plans aligned to L&P's strategic objectives. The role has three Strategy Portfolio Managers (SPM's) reporting to Operational Heads with a dotted line to the Head of S&P in a matrix management arrangement. Each SPM is aligned to specific services' portfolio briefs. A key aspect of the Head of S&P role involves understanding service future needs through maintaining a forward-looking pipeline and advising on fit with L&P strategic priorities (e.g. Asset & Place). The Head of S&P will own and drive the overall gateway process for projects, utilising the 5-case HM Treasury (HMT) model to assess and validate proposals. Shortlisting Criteria To be considered for interview, your application will clearly evidence: Ideally a Chartered Surveyor (Member or Fellow of the Royal Institute of Chartered Surveyors) and/or a similar professional property qualification and experience of delivering strategy and planning in public sector property roles. At least 5 years of professional experience performing a strategic management role demonstrating expertise in asset management, collaboration with multiple stakeholders and proven success in creating and executing property strategy. Experience of creating and overseeing complex programmes of change, with proven programme management skills and effective communication of key messages to diverse teams. Understanding and experience of applying PMO Programme management principles including project gateways, GANT's, RAID logs, MI dashboards and other key governance tools. Understanding the need to comply with the Council's constitution, including its contract and financial procedures and regulations. An understanding of S123 of the Local Government Act 1972.
