Job Summary:
As part of the Finance Leadership Team, contribute to the overall leadership, direction, and management of the Council's finance service.
Lead officer for the preparation, maintenance, and delivery of the Council's Treasury strategy and policy.
Key Duties/Accountabilities: Lead officer responsible for the preparation and maintenance of the Treasury Strategy and Policy. Reassess the Council's treasury position considering current developments within the Council's capital programme and financial markets to optimize long-term financing options. Manage the Council's cash flows, short-term investments, short-term borrowing, and long-term borrowing, ensuring compliance with the Council's approved Treasury Management Strategy Statement. Assess financing opportunities and advise the Director of Finance on the most opportune duration and timing of long-term borrowing. Publish various treasury reports to inform members of treasury activity and lead the creation of the annual Treasury Management Strategy Statement. Oversee and provide leadership to the Council's banking team and functions. Support the S151 Officer with their constitutional responsibilities in relation to treasury management and statutory financial reporting. Monitor and review the performance of service suppliers, including the Council's banker and treasury management advisor. Support internal and external auditors during audits, including reviewing audit reports and preparing management responses. Liaise with the Council's external auditor to ensure accounts are published and audited with minimal audit points of concern. Deputize for the S151 Officer and Deputy S151 Officer as required.
Skills/Experience: Government experience. Degree level or equivalent qualification plus relevant experience. Membership of an appropriate professional body by examination (e.g., CCAB) or substantial relevant experience. Substantial experience in a senior management position in treasury or finance. Excellent communication and analytical skills. Ability to understand complex service delivery within a challenging and political environment. Ability to work with high-level internal and external stakeholders.
