Head of Treasury Eden Brown Synergy is delighted to collaborate with a local authority, based in London, who are seeking a Head of Treasury to join their team. You will be stepping into a pivotal leadership role where your expertise will shape the financial future of the organisation. As Head of Finance (Treasury), you will lead the Company's Treasury strategy, ensuring robust financial management and optimal resource allocation to support the Company's objectives. This is a unique opportunity to contribute at a strategic level while maintaining operational excellence in treasury functions. The role is initially for 3 months. Key Responsibilities:

Strategic Leadership:

As part of the Finance Leadership Team, contribute to the overall leadership, direction, and management of the organization's finance service, aligning treasury activities with strategic goals. Treasury Strategy:

Lead the preparation, maintenance, and delivery of the organization's Treasury Strategy and Policy, ensuring compliance with the approved Treasury Management Strategy Statement. Optimizing Financial Position:

Continuously reassess the organization's treasury position in light of developments within the capital programme and financial markets, advising on long–term financing options to optimize outcomes. Cash Flow Management:

Oversee the organization's cash flows, short–term investments, and borrowing activities, ensuring effective and compliant operations. Financing Opportunities:

Identify and assess financing opportunities, providing strategic advice on the duration and timing of long–term borrowing, including PWLB sources. Reporting and Insights:

Lead the creation of treasury reports and the annual Treasury Management Strategy Statement, delivering actionable insights for senior stakeholders and members. Banking Leadership:

Provide leadership to the organization's banking team and functions, ensuring efficient and secure operations. Governance Support:

Actively support the S151 Officer with constitutional responsibilities, statutory financial reporting, and strategic decision–making. Supplier Management:

Monitor, liaise, and review the performance of service suppliers, such as the organization's banker and treasury management advisors, ensuring timely contract re–lets and value for money. Essential Skills:

Qualifications:

Degree–level education or equivalent, with membership of a professional body (e.g., CCAB or relevant treasury qualification) or substantial relevant experience. Experience:

Significant experience in senior treasury or finance roles, with evidence of advising on long–term borrowing and financing strategies. Skills:

Exceptional analytical and communication skills, with the ability to operate effectively in a complex, political environment. Leadership:
