Main Purpose
To manage efficiently and effectively on a day-to-day basis the in-house grounds maintenance team maintaining sites included in the HRA, ensuring that works are undertaken to the required standard and in a safe manner, complying with all legislation. This is a working role requiring on occasions the undertaking of operations (hands-on).
Key Responsibilities
To prioritise works for the HRA sites and assign the work and duties as appropriate.
To manage and update the Councils site data for HRA and content, including computerised information and data.
To respond to day-to-day specific and general enquiries from councillors, service users, tenants, outside bodies, and the general public in matters relating to the management of grounds maintenance on the HRA.
To undertake day-to-day operational management of the Grounds Maintenance HRA service:
Produce work schedules on an annual, monthly, weekly, and daily basis.
Delivering tool box talks to staff.
Auditing and inspecting the quality and quantity of works undertaken by the in-house team.
Managing and ensuring the schedule of works is completed and undertaking remedial action to correct any delays to the schedule to ensure all sites are maintained to the correct standard.
Issuing and managing extra works to be undertaken over and above the scheduled tasks, and ensuring the required quality of work is completed.
To ensure that all service budgets are managed in line within the budget envelopes.
To ensure that all KPIs are recorded and report to the Head of Environment the outcomes of any inspections or audits.
To ensure that the customers and Housing Officers are informed of the works carried out.
To work with Team Leaders and other supervisors to allocate work to the workforce on a daily basis.
To monitor and manage the statutory and health and safety requirements of the workforce and ensure compliance.
To ensure all equipment is maintained and in working order and arrange for repairs and service as required.
When required to directly support the operations by undertaking operations on machinery and equipment.
To work with other managers, supervisors, and officers in the effective management of Council Assets.
To fully utilise the Councils computerised system and assist in the administration of the Councils Service Provision.
When required to undertake routine inspections of the Councils Play Equipment and ensure that these are managed in a safe manner.
To support when required the Parks and Open Spaces Officer.
To support the Councils Arboriculture Officer in the management of the councils tree stock in relation to Housing Land.
To support the Head of Environment in the management of the service where required.

Qualifications
Essential
Desirable Educated to GCSE Level in Maths and English
ROSPA or equivalent in playground inspections Horticultural Qualification
ISOHH managing safety or willingness to undertake this qualification Previous experience of working in a Grounds Maintenance Environment
Lantra or equivalent qualifications in Hedge Cutting, Brush cutters, Use of Powered Horticultural Machinery, MO1 Tractor qualification, Chainsaw Qualification
Key Skills and Knowledge
Essential Excellent people skills, interacting with all types of people and able to change communication style to fit the person. Highly organised, managing time, resources, and competing priorities in a structured and efficient way. Highly motivated and willing to go out of your way to help clients. Good IT and administrative skills. Knowledge of Health & Safety and Risk Assessment procedures. Full driving licence (Manual) including trailer towing. Desirable Ability to operate a handheld tablet or similar device. Ability to write and record basic information. Some base IT skills or a willingness to undergo training.
