The Information Manager is a key member of the Digital Data & Technology (DDaT) Operations team, adding value for our patients through improving and developing information services across the Trust and wider health and care system.

Ensure the information is an effective component of the Trust's Digital Data & Technology (DDaT) target operating model, working alongside others, delivering continuous overall improvement.

This role is part of establishing the 'engine room' of DDaT operations, transitioning from outsourced arrangements to an in-house delivery model. The post holder will work with the Head of Digital Operations to ensure that the information team has the right skill mix to cover all the service requirements.

They will manage a team providing analytical expertise and providing insight and business intelligence to support defined areas of operational delivery across the organisation. The post holder will ensure that information services deliver for the overall Trust vision.

They will ensure that essential systems, applications, infrastructure and information are enabled and managed with a consistent, expert and professional team, appropriate governance, structures, stakeholder buy-in, and supporting technology.

Main duties of the job

Ensure that business intelligence and information drive strategic decision-making to support the achievement of Trust and System objectives across the following areas: Statistics and planning, Benchmarking and Care Quality, Performance and Quality, Finance and Income Reporting, Activity and Cost, Operational Efficiency and Reporting. Undertake forecast modelling and predictive analysis to support operational recovery. Interpret national policy, and lead the assessment of the impacts locally (in terms of activity and performance). Oversee highly complex analyses, communicating the results clearly and understandably to stakeholders of varying levels of knowledge. Take a holistic approach to ensure design, development and delivery of analytics and business intelligence in an innovative and meaningful way. Utilise BI tools (e.g. SQL, Power BI, Qlik Sense and R) to deliver analytics and intelligence ensuring all data products are delivered to best practice. Ensure the information team applies advanced levels of technical expertise in the manipulation of spreadsheets and databases, and use of statistical tools and techniques. Communicate within the Trust and across the health and care system on matters which are often highly sensitive, complex, and contentious in nature, relating to service improvement and reconfiguration where there will frequently be resistance to change.

Guide and enhance operational teams understanding of the intelligence and insights provided, supporting the informatics lead and principal analysts to work alongside clinicians and operational teams to understand their pressures and enable data to drive supportive action. Support clinicians and managers in their use and interpretation of information and promote a culture of good data quality and effective use of information. Support the Trust's business and activity planning function during business planning cycles. Undertake forecast modelling and predictive analysis to support operational recovery. Work closely with other colleagues ensuring triangulation between activity, finance, and workforce plans. Interpret national policy, and lead the assessment of the impacts locally (in terms of activity and performance). Oversee highly complex analyses, communicating the results clearly and understandably to stakeholders of varying levels of knowledge. Ensure the information team apply expert analysis across multiple data sources (internal and system sourced data) to draw insight and recommendations for improvement. Provide assessment and analysis in relation to future proposed service or demand changes and ensure that robust impact assessment takes place to support strategic and operational decision making. Provide performance forecasts and early warning of performance and data issues, along with undertaking deep dive insight into areas of interest. Be responsible for the team's contribution to integrated performance reports, published as part of the established working groups, meetings, committees up to and including the Trust Board and system oversight. Take a pro-active approach to identifying patterns and signals in data sets and distilling actionable information for clinicians and operational teams. Take a holistic approach to ensure design, development and delivery of analytics and business intelligence in an innovative and meaningful way. Utilise BI tools (e.g. SQL, Power BI, Qlik Sense and R) to deliver analytics and intelligence ensuring all data products are delivered to best practice. Ensure the information team applies advanced levels of technical expertise in the manipulation of spreadsheets and databases, and use of statistical tools and techniques, including modelling, forecasting and statistical process control. Provide analytical support to transformation programmes of work or pathway initiatives. Communicate within the Trust and across the health and care system on matters which are often highly sensitive, complex, and contentious in nature, relating to service improvement and reconfiguration where there will frequently be resistance to change. To support data-driven decision making by positively challenging consensus when insight conflicts with expected or preferred outcomes.

Essential

Educated to degree level NHS Relevant Management qualification Comprehensive experience of information management, including informatics, BI, analysis and information governance compliance Proven ability to translate business requirements into delivered solutions

Desirable

Masters level degree or equivalent experience in related subject Relevant Coaching or Leadership qualifications Proven experience of applying methods and techniques for reporting progress and compliance against an agreed plan and business objectives to a range of senior managers Demonstrating a strong strategic perspective that understands the corporate view and maintains the organisation's long-term vision.
