Job Summary

An exciting opportunity has arisen to join & develop within the Devonport Naval Base CIS Infrastructure Operations Team as Infrastructure Delivery Officer 1. The successful candidate will be organised and possess the drive to develop compliant CIS Network infrastructure service across the breadth of the complex Devonport site to support digital capabilities of the present and future. The successful candidate will be part of a team working alongside project managers, requiring excellent stakeholder engagement and communication skills. Reporting to the CIS Infrastructure Operations Manager.

This role involves operating as CIS Intelligent Customer, working in collaboration with Industry Partners (IPs) and other stakeholders across Defence. The successful candidate will be responsible for managing CIS technical delivery against JSP453 and British Standards, supporting CIS Operational Support Officer and Project Management Office with network enquiries and planning the future network capability. The successful candidate will be able to identify service improvements and have the confidence to set and manage end user expectations in addition to holding IPs to account in accordance with Defence Service Level Agreements & Key Performance Indicators, in ruthless pursuit of Value For Money and high availability for CIS infrastructure and services operating across the wider Devonport site.

HMNB Devonport has evolved into one of the largest bases of its kind in Western Europe and is today, a key Defence asset as a main operating and support base for the Royal Navy (RN). The unique opportunities offered within are varied, challenging and exciting in supporting the RN to generate and operate forces world-wide for today and ensuring that we are ready for tomorrow by developing and delivering the Naval Service of the future.

The NB provides an open, flexible and supportive work environment with Civil Servants (CS) and Armed Forces personnel working together across a wealth of interesting and challenging roles in a variety of disciplines from finance, legal services, personnel and HR, strategic and project planning through to contract management, engineering, digital and media services.

The wider Devonport site consists of HMNB (Devonport) (MOD owned) and Devonport Royal Dockyard Limited (DRDL) (Babcock owned). By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. Key to supporting the NB deliver best for Defence outputs is CIS, which is far and wide-reaching across the Devonport site.

This position is advertised at 37 hours per week.

Job Description

Sustaining, upgrading and exploiting current CIS infrastructure in support of NB outputs, in coordination with Defence Digital (DD) and Navy Digital (ND).

Executing CIS infrastructure delivery across the MOD estate at HMNB Devonport and HMS Drake, working collaboratively and in partnership with key stakeholders to maintain collegiate networks and relationships to successfully deliver CIS service and infrastructure changes.

Interfacing with the HMNB Devonport DD Customer Manager & Site Coordinating Installation Design Authority (SCIDA) to assist the CIS Project Management Office (PMO) with technical planning, prioritising and deconflicting of project work against NB output. Ensuring that existing and new infrastructure is used efficiently, complies to MOD standards for CIS, information security, design, compliance and safety and does not compromise Nuclear and Non-Nuclear safety.

Assisting with setting and maintaining the CIS programme vision, strategy and road map to enable the delivery of a programme of critical CIS infrastructure regeneration and investment to bring the CIS capability back to a level commensurate with that necessary to effectively support operational output across the Devonport site.

Undertaking infrastructure delivery, design and architecture related activities involving regular interfacing with the CIS PMO team to ensure successful delivery throughout all stages of the project life cycle.

Ensuring security, safety resilience and coherent working practices across the Devonport site by engaging key CIS industrial partners and their contractors.

Representing the NB Commander (NBC) and CIS for all CIS related issues, establishing an effective relationship with all key stakeholders, specifically with DD and ND and their subcontractors.

Raising, identifying and mitigating CIS risks across the Devonport Site as agreed with the CIS IOM.

Ratifying user requirements and producing high-level solution options with a recommended course of action to enable informed decision making.

Ensuring that all CIS Infrastructure Operations delivery aligns with the associated CIS programme vision, strategy and roadmap (unless explicitly agreed as an exception / tactical measure).

Person specification

Highly skilled professional with a strong background in IT structured cabling, digital systems and meticulous planning. The ideal candidate will possess in-depth knowledge of designing, implementing and maintaining structured cabling infrastructures to support critical IT networks. A keen eye for detail and an analytical mindset will be vital in delivering robust, future-proof solutions.

Collaboration is at the heart of this role and the successful candidate will demonstrate a ‘One Team’ mindset, working seamlessly with colleagues across various disciplines. Thriving in a team-oriented environment and contributing actively to collective success. The role will require fostering an inclusive and collaborative culture that encourages innovation and knowledge sharing.

Excel in stakeholder engagement, showcasing exceptional communication skills to manage relationships effectively with clients, suppliers and internal teams. They should be able to translate complex technical concepts into accessible information for diverse audiences and align project goals with stakeholder expectations.

Qualifications

Minimum UK Regulated Qualification Framework Level 4 qualification (or equivalent) in CIS/ICT/IT/Digital/Engineering; or extensive experience in a similar field.
