The Procurement & Supplies Team is embarking on an exciting period of change as we start our journey to become a single procurement department across the Lancashire and South Cumbria Region. The five Trusts are currently served by three Procurement teams who are coming together and forming One LSC Procurement. Main duties of the job
The post-holder will be responsible for the leadership of a Buying Team within non-clinical, comprising Estates and Facilities, IT, and Corporate Departments. The postholder will identify and lead key strategic/complex projects and allocate projects to Lead/Divisional Buyers, being responsible for delivering against agreed timescales and outcomes for a specified Division across all or some of the Trust’s within the scope of the Integrated Procurement Team. This will include sourcing and procuring goods, equipment, materials and services which meet customer requirements by demonstrating value for money and promoting an integrated approach to procurement. Education & Qualifications
MCIPS (Chartered Institute of Purchasing & Supply) Continued professional development of Procurement and/or Business related courses including Basic Contract Law, Public Procurement, Supplier Management. Evidence of significant personal development Degree (Business related) MBA in Business administration or equivalent Business related degree Degree (Non-Business related) Project Management qualification (e.g. Prince 2 or equivalent). Experience
Substantial experience within a strategic procurement environment at a Lead/Senior Buyer level. Proven track record of managing, developing and leading staff within a fast moving environment. Proven experience of leading/negotiating high value procurement projects. Current/up to date understanding of public procurement directives/legislation/contract law Experience of managing/developing tendering processes, producing specifications in accordance with customer requirements. NHS or Public Sector background in Procurement Experience of procuring services/equipment for Estates/Facilities, IT, Hospital Wards. Skills, Ability & Knowledge
Ability to analyse complex information, interpret in a clear, comprehensive format. Strong interpersonal skills and ability to engage with and influence stakeholders at a senior level. Able to work independently and use own initiative with minimal supervision. Able to work under pressure, planning & prioritising to meet changing demands & timescales. Able to travel to/work from any hospital site within Cumbria/North Lancashire Demonstrable experience of leading or being involved in the implementation of change. Personal Qualities
