Role Overview:

Pertemps, in partnership with Hammersmith & Fulham Council, is delighted to announce an exciting opportunity for a Lead Engineer (Project Delivery) within the Capital Projects, Climate Change and Transport department. This pivotal role, reporting to the Senior Service Manager of the Project Delivery Team, offers the chance to lead a dynamic team of Senior Engineers, Project Engineers, and Assistant Engineers in delivering impactful infrastructure projects.

Key Responsibilities:

Leading the engineering and project management of the Council’s Capital Projects programme, including Section 106 and Section 278 schemes. Managing budgets for capital projects ranging from £1M to £5M annually, ensuring robust financial oversight and producing detailed reports for senior management and stakeholders. Overseeing project compliance with key legislation such as the Highways Act 1980, New Roads and Street Works Act 1991, and the Flood Water Management Act 2010. Supervising contractors and consultants to ensure timely, high-quality project delivery, incorporating the Council’s climate change and biodiversity goals. Facilitating stakeholder engagement, including public consultations, resident meetings, and updates to councillors and senior officers. Deputising for the Senior Service Manager when required and serving as the lead officer for individual projects. Supporting the development and wellbeing of team members through recruitment, training, and mentorship.

About You:

The ideal candidate will bring extensive expertise in engineering and project delivery within the transport and highways sector. You will have a proven track record of: Managing large-scale infrastructure projects, from planning to execution. Ensuring adherence to relevant legislation and best practices in highways and transport. Delivering projects that align with sustainability and climate change priorities. Communicating effectively with stakeholders at all levels, including presenting to senior leadership and the public. Managing and monitoring budgets, demonstrating financial acumen and accountability.

What You’ll Need:

A recognised engineering qualification and demonstrable technical expertise in highways and traffic projects. Strong project management skills, including experience supervising multidisciplinary teams and contractors. A commitment to equality, diversity, and inclusion, embedding these principles into your work. Excellent written and verbal communication skills, with the ability to represent the Council professionally in meetings and public forums.
