Main Purpose of the Role

Lead Officer, Mobility Strategy - PKC12291 £47,864 - £51,562 Pullar House, Perth

This is an exciting time to join Perth & Kinross Council and we're looking for an inspirational individual to join us on our transformation journey as we redesign how we work with our communities.

You will play a central role in delivering this ambition, leading the delivery of our new Mobility Strategy Action Plan for the area.

As you will be well aware, transport is changing rapidly at this time and a key element of this role is leading on a delivery programme that covers all the diverse needs of all our residents.

The area has a wide and contrasting geography from bustling city centre issues to remote settlements in the northern part of the area. All of these require dedicated new ways of thinking in how we deliver transport services.

Our Mobility Strategy is a crucial element of the Council Climate Change Plan given transport being a major contributor to our overall emissions and bringing forward identified actions is fundamental to reaching our targets.

In addition to the core deliverables above, the post holder will be expected to: Provide high-level, broad-ranging policy advice on complex issues to the senior management team and help prepare responses to national and local policy consultation papers; Be responsible for personnel matters including ensuring adherence to HR policies and encouraging and supporting staff development; Provide leadership and support to members of the team in carrying out their duties and taking forward their work.

For purposes of connection and collaboration with colleagues and with the community we serve, our full-time employees work on site for a minimum of 2 days per week with the arrangements for part-time employees being agreed on a basis which will ensure that they benefit to an equivalent degree.

Skills & Experience Required

You will hold a degree and/or a diploma/relevant professional qualification in a related subject.

You will also have: Substantial experience in the development and delivery of transport strategy and projects. Planning and organisational skills to lead others to develop and implement strategic plans and projects. Analytical skills and understanding to assess and analyse complex information and develop strategies. Ability to represent the Council in an external environment and to communicate effectively with stakeholders. You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
